Audio/video data is transmitted from the server more rapidly than it is played out by the user system. The audio/video data in the user buffer accumulates; and interruptions in playback as well as temporary modem delays are avoided.

A method for updating PCC rules includes: obtaining a response made by a PCEF after the PCEF updates the PCC rules; and keeping consistency between PCC rules stored in the PCRF and the PCC rules currently executed in the PCEF according to the obtained response.

Abstract: According to the present invention, there is provided a SAN management system to provide autonomic management of a storage system using an action-centric approach. The SAN management system includes a policy specification logic block to maintain a policy specification associated with the managed system. In addition, the SAN management system includes a reasoning logic block to provide for the determining of action rules using a combination of logic and information obtained from the policy specification. Also, the SAN management system includes a learning logic block to couple the policy specification logic block with the reasoning logic block to improve an understanding of a managed system. The learning is continuous and provides for autonomic evolvement of the system in which reliance on manual input from a user is lessened.

Abstract: A method performed in a network element coupled between a subscriber end station and an AAA server for avoiding AAA processing by at least temporarily suppressing AAA access-request messages for a rejected subscriber end station. The network element receives subscriber session-request messages from the subscriber end station. Subscriber session-request messages include information for verifying an identity that the network element transmits to the AAA server as AAA access-request messages. The network element receives AAA access-response messages corresponding to the AAA access-request messages. Responsive to an AAA access-response message, the network element determines that additional AAA access-request messages should be, at least temporarily, suppressed with regards to the subscriber end station. Responsive to determining, the network element suppresses any additional AAA access-request messages from being transmitted to the AAA server.

Abstract: A server-based files and tasks brokerage system and method are disclosed. In response to receiving a request from a requesting computing device, the server posts the request to a request queue. The request is for a requested mobile telephonic device to perform a task. The server posts a first notification to a first notification queue, in response to receiving the request. The server pushes the first notification to the requested device upon confirming a connection. Upon detecting a first condition of the task being for the requested device to receive a file, the server transfers the file from a file repository. Upon detecting a second condition of the task being for the requested device to send a file, the server transfers the file to the file repository. In response to confirming task completion, the server posts a second notification to a second notification queue associated with the requesting device.

Abstract: An image processing method can be performed on a video image that includes an initial frame and a plurality of subsequent frames. An object is located within the initial frame of the video image and a histogram related to the object is generated. A foreground map that includes the object is also generated. For each subsequent frame, a mean shift iteration is performed to adjust the location of the object within the current frame. The histogram related to the object and the foreground map can then be updated.

Abstract: Systems and methods to manage workloads and hardware resources in a data center or cloud. In one embodiment, a method includes a data center having a plurality of servers in a network. The data center provides a virtual machine for each of a plurality of users, each virtual machine to use a portion of hardware resources of the data center. The hardware resources include storage and processing resources distributed onto each of the plurality of servers. The method further includes sending messages amongst the servers, some of the messages being sent from a server including status information regarding a hardware resource utilization status of that server. The method further includes detecting a request from the virtual machine to handle a workload requiring increased use of the hardware resources, and provisioning the servers to temporarily allocate additional resources to the virtual machine, wherein the provisioning is based on status information provided by one or more of the messages.

Abstract: A railroad track inspection system and method for facilitating inspection of a rail component while traveling on the railroad track. The railroad track inspection system includes an optical path protection device for a protective window for optical sensors of an optical inspection system when it becomes contaminated with dirt, dust, mud, grease, and other contaminants that block or obscure an optical path of the sensors. The optical path protection device eliminates the need for a human operator to perform the periodic cleaning of the protective window by using a clear film with an automated advancement mechanism for providing clean film, as needed, for keeping the optical path of the optical sensors unobstructed and clear.

Abstract: A computer implemented method, system and/or program product configure cloud resources. A request is received for a specific set of cloud resources. The set of cloud resources comprises at least one cloud resource that has been associated with an ontological database. The ontological database defines descriptive terms for the cloud resource and describes relationships between the descriptive terms used by different cloud resources. An optimal set of cloud resources that satisfies the request is configured and saved for future usage in responding to requests for the specific set of cloud resources.

Abstract: Methods are provided for negotiating a static IPv6 address with a mobile device such that the mobile device can use the address to establish a communications session. Initially, a static IPv6 address that the mobile device is proposing to use is received. It is determined that the static IPv6 address is stored in a database in association with the mobile device. As the static IPv6 address is stored, the mobile device is allowed to establish a communications session using the proposed IPv6 address.

Abstract: A method for determining the offload type for the processing of the protocol of a network connection is disclosed. An offload policy manager in a server node determines the offload type on the basis of a number of factors, including the application type of the network connection, the traffic priority of the network connection, and the port of the network connection. After the offload policy manager selects the offload type of the network connection, the offload policy manager identifies the offload type to the offload engine, which processes the protocol of the network connection according to the offload type selected by the offload policy manager. The offload policy manager is able to access a number of application-specific tables. The offload policy manager selects an offload type by cross-referencing on an application-specific table the traffic priority of the network connection against the port of the network connection.

Abstract: A system and method for establishing a virtual local area network (LAN) between a local device and a remote device are provided. The local device and the remote device may each have a physical and a virtual network interface card (NIC), and a virtual driver associated with each respective device virtual NIC may assign a Media Access Control (MAC) address to the virtual NIC and an Internet Protocol (IP) address to the physical NIC. The local device may communicate an IP to MAC address translation to the remote device that maps the assigned IP address to the assigned MAC address. Thereafter, the remote device may transmit secure data that can be received by the local device. For example, the remote device may encapsulate the data being communicated as well as the IP to MAC address translation for the local device into an HyperText Transfer Protocol (HTTP) request.

Abstract: A method and system for processing correction field information are provided. The method includes: receiving a packet, and obtaining a first correction value carried by the packet; obtaining first time information and second time information; obtaining a second correction value according to the first correction value and the first time information; setting the second correction value in the packet; setting the second time information in the packet; obtaining third time information and fourth time information; obtaining a third correction value according to the second correction value, the second time information, the third time information, and the fourth time information; and setting the third correction value in the packet. The processing of the time information and the processing of the correction field information are performed with a set of processing mechanism, and the implementation is simpler.
