    Abstract: A system for error avoidance and automatic recovery is combined with the accurate and reliable transmission system. The present invention provides a multi-variable control system using remote control with a wireless communication system. A plurality of closed loop control systems are connected through the wireless communication system. A master controller monitors the closing of each of the loops in the system and stores information for the status of the control loops in a control table at a control center. When a state variable is transmitted to the control center, a master controller notes that the initial value of the closed loop control system has been set. When the control center sends a control action to equipment or a process this closes the loop, the master controller notes that the closed loop control system has been closed for a particular time. If the closed loop control system does not get a loop closed, the control center immediately detects it.

In response to an inbound IPsec packet from a remote source client, a determination is made as to whether or not a port number is available within a range of port numbers that comply with a security association governing the connection. If so, an available port number is assigned to the connection, thereby avoiding a possibility of a duplicate source. If a port number is not available, the packet is rejected.

The encoding system consults a back channel information manager to dynamically adjust encoding parameters. Based on the real time network capacity information received, the encoding system adjusts its capturing sampling rate. Based on encoding errors identified by the decoding system, the encoding system selectively re-send previously encoded frames/blocks, or send intra frames on demand to allow the decoding system to correct encoding errors.

    Abstract: In principle, an I-frame is inserted every 50 frames and other frames are made P-frames. If the maximum amount of data that can be received by a terminal device to which a transmission is to be made is 300 KB, then frames up to a 144th frame for which the amount of data after compression will not exceed 300 KB is adopted as a first partitioned moving picture file. Since the 145th frame is the leading frame of the next partitioned moving picture file, it is made an I-frame. Frames from the 145th frame to a 289th frame are made a second partitioned moving picture file, and frames from a 290th frame to a 411th frame are made a third partitioned moving picture file. Since the leading frame of a partitioned moving picture file represents one complete frame, the moving picture can be reproduced and the number of partitions can be reduced.
