The moment offset of the data packets can be accurately predicted, and then the SPS assistance information is determined based on the frame number and the subframe number that correspond to the relatively accurate moment offset, to reduce impact of data packet fluctuation on a transmission delay. In addition, the UE can obtain an SPS resource without reporting an SR, so that the data transmission delay can be reduced.
