    Abstract: A mobile communication system includes a plurality of base station apparatuses and a mobile station apparatus. The mobile station apparatus measures at predetermined intervals of time the quality of a signal received from each base station apparatus and transmits signal reception quality information indicating the quality of the signal to a first base station apparatus that is currently connected via radio to the mobile station apparatus. After a predetermined period of time has elapsed from the time that the signal reception quality for the first base station apparatus dropped to or below a first handover threshold, if the quality of the signal received from a second base station apparatus becomes equal to or higher than a second handover threshold, the first base station apparatus executes a handover to switch the radio connection of the mobile station apparatus from the first base station apparatus to the second base station apparatus.

    Abstract: An application stored in a mobile device is provisioned using provisioning data received from remote data storage via a network. Provisioning data is obtained at no cost to a user of the mobile device. In some implementations, the provisioning data is received after the mobile device requests to establish a data channel with a data network. The data network is identified using a predetermined identifier that the network recognizes. If the network does not recognize the special identifier, no data channel is established. After a data channel is established, the mobile device requests provisioning data from the remote data storage. In some implementations, the mobile device receives a provisioning message through a predetermined port. The provisioning message either includes provisioning data or prompts the mobile device to obtain provisioning data.

The information entered may be stored in the mobile device's memory and may be modified for future check-ins. A user would enter the location of check-in and present the mobile phone containing the information previously entered by the user to a reader at the location. The reader reads the information which may be transmitted to the location's database. Using the information submitted, the user may be checked in automatically.
