The system plots a graphical representation between completion time and a percentage of tasks completed and uses sophisticated analysis of slopes at different points of the graphical representation to determine time threshold guarantees below a specified maximum completion or first response time threshold, and above a specified minimum percentage of completion. The system also compensates for a variety of factors which may be changed from the time historical data was obtained to the present time for which time threshold guarantees are being determined. In absence of historical customer data, the system makes the recommendations based on available datasets of peer customers.

Based on the retrieved characteristics and characteristics of the geographic regions, the online system generates vectors for different geographic regions. For each possible pairing of geographic regions, the online system computes a distance value and selects a pairing of geographic regions based on the distance values. For example, the online system selects a pair of geographic regions associated with a minimum distance value.
