Abstract: A method and apparatus for maximizing the use of available capacity in a communication system. The forward link in the mobile radio system includes a plurality of traffic streams sent on at least one channel from the base station to the mobile stations. A first output power level associated with simultaneously transmitting a first set of traffic streams from the base station to the mobile stations on the forward link is initially determined. Next, the first output power level is compared to the maximum power ceiling. In response to the comparing step, at least one time frame in the forward link having available capacity for transmitting a portion of at least one further traffic stream is identified. The first set of traffic streams and the portion of the at least one further traffic stream are then transmitted simultaneously during the at least one frame on the forward link.

Abstract: A method of traffic regulation in a packet communication network involves a token bucket associated with a subscriber. Packets arriving at the regulator are handled in accordance with the token bucket configuration. The method further involves measuring a demand placed on the packet communication network by the subscriber. The token bucket configuration for the subscriber is dynamically adjusted based on the demand. Another method of traffic regulation handles packets that arrive at the regulator in accordance with first and second token bucket configurations. The first token bucket regulates packet rate while the second token bucket regulates data rate. Another method of traffic regulation involves handling packets in accordance with a token bucket configuration, where the amount of tokens to be removed is based on the amount of the flow and is further based on a classification of the flow. Packet-level devices for traffic regulation are also contemplated.

Abstract: Method and apparatus for resolving incompatibilities between system elements in a communication system supporting Mobile Internet Protocol communications. The method providing both forward and backward compatibility between system elements having different versions of a same protocol and/or different protocols. In one embodiment, the method adjusting the number of call registration extensions between system elements.
Abstract: The modulated-signal blocks are formed by a sending station from respective data blocks of variable size received from a data source on a time-division multiplexing synchronous link. They are then sent with a specified block rate on multiplexed physical channels. The synchronous link between the data source and the sending station supports dedicated channels respectively associated with the physical channels, each offering a specified transmission capacity determined over a sending period inverse to the block rate, and supplementary channels. A part at least of each data block intended for a physical channel is transmitted on the associated dedicated channel. When the size of the block exceeds the transmission capacity, another part is transmitted on at least one supplementary channel of the synchronous link, allocated dynamically to the physical channel.
Abstract: A system, apparatus and method for releasing sessions via network entities associated with the session, where the network entities include at least session endpoints and intermediary network entities. Network entities are subscribed to intermediary network entities serving as notifiers. Upon releasing the communication session at a first notifier, a session release notification is initiated from the first notifier to its respective subscriber. The session release notification is logically advanced towards a remote one of the session endpoints via the intermediary network entities. The communication session is terminated at each of the network entities receiving the session release notification.
Abstract: A packet data transmission network system is disclosed which comprises a receiver (1), a sender (2) for transmitting data packets to the receiver (1) through a packet data connection via a network element (3). The receiver (1) acknowledges each received data packet by an acknowledgment message which contains header data comprising a window size, the number of transmitted bytes for which the sender (2) has not received an acknowledgment from the receiver (1) being not allowed to exceed the window size. The network element (3) buffers data packets transmitted by the sender (2) and examines and modifies the header data. According to the invention, the network element (3) detects transmission conditions and modifies the window size accordingly.
Abstract: A system for a network operator to manage a message-based application, provided to a subscriber, and an application provider, providing said application, in a communications network connected to a message gateway for relaying and translating messages between the application and the subscriber. The system comprising: a subscription management module for managing publication of the application and subscription to the application by the subscriber; an application management module for managing the availability of the application based on authorization by the network operator and the application provider; and a message handler module for managing relaying, translating and enhancing, with value-added information, of the messages via the message gateway based on information from the subscription management module and the application management module.

Abstract: The present invention provides a method for managing telecommunications networks through user profiles that establish management capabilities and lists of network devices capable of being managed through each user profile. Through profiles, users may be given controlled access to configure network devices, provision services or simply view the network devices, services or portions thereof. For example, customers may be enabled to view services dedicated to their particular networks while being simultaneously prevented from viewing services particular to other customer's networks. This provides security while enabling controlled customer network management. In addition, profiles may be used to limit the management capabilities of network managers to only those network devices and capabilities for which each network manager is responsible and authorized.

Abstract: With multiple predictors, a method dynamically allocates bandwidth to traffic having a variable data rate in a network. A first amount P-I of bandwidth is allocated in a first state of a state machine. A second amount P-II of bandwidth is allocated in a second state of the state machine, and a third amount of bandwidth P-III is allocated in a a third state of the state machine such that P-II>P-I>P-III. Cost functions are periodically evaluated to transition between the first, second, and third states of the state machine.

Abstract: A method for controlling traffic flow at a network node including updating a plurality of credit buckets over multiple time intervals and determining an adjusted credit value for a credit bucket when the credit bucket is accessed to forward a packet, the adjusted credit value being determined as a function of a number of the time intervals that have elapsed since the credit bucket was last updated, the credit bucket being one of the plurality of credit buckets.
Abstract: Network load is reduced by combining packets by considering the MTU of a transmission path. When a routing processing unit detects the transmission of a large number of packets addressed to the same destination network, a routing information gathering unit determines the MTU of a transmission path along which the packets are to be transmitted. A combining unit assembles a combined packet by combining packets up to a length that does not exceed the MTU of the transmission path, and sends out the combined packet.
Abstract: QoS router system and method are provided for effectively processing fragmented IP packets transmitted over a network. When receiving a first fragmented IP packet of a set from a flow, a router determines whether to allow the first packet to pass or to drop by according to predefined QoS rules. A pass status is recorded in a record if the packet is allowed to pass. A drop status is recorded in the record if the packet is dropped. When receiving other fragmented IP packet of the same set, the router determines whether to allow the fragmented packet to pass or to drop by according to the previous record. If the record is drop status, the packet is dropped, and if the record is pass status, the packet is allowed to pass when the used bandwidth of the flow does not exceeds a predetermined bandwidth.
Abstract: In an information transfer equipment which executes a monitoring control of a channel portion by transmitting/receiving monitoring control information between the channel portion and a common portion, the common portion stores predetermined information in conjunction with a flag indicating the predetermined information in a buffering portion, and transmits the predetermined information having the flag from the buffering portion when the data transmission of the predetermined information is required.

Abstract: A method (500) for timing recovery in an orthogonal frequency division multiplexing (OFDM) system includes the steps of detecting (502) a lack of a synchronization symbol and determining (504) a timing offset from calculating the average group delay across the subcarriers over multiple OFDM symbols. The timing offset is fed back (506) to a demodulator and the symbol timing is adjusted (508) based on the Average Group Delay phasor fed back to the demodulator.
