    Abstract: A method and apparatus for extended access barring (EAB) in a wireless communication system. In the proposed method, EAB application information is defined. Further, a base station is configured to send random access (RA) response within RA response window if it receives any random access preamble, so RA response window should be set as the minimum time duration UE should check the existence of RA response. In the proposed method, the UE configured with EAB should wait the duration of RA response window to receive RA response before skipping initial EAB checking. If RA response window passed and no RA response received, UE skips EAB checking in case of initial random access preamble transmission.

With the differentiated processing for the resident messages at the PDCP layer during the reestablishment, the present invention can avoid the abnormal mode switching of the compressor, and accelerate the user plane restoration after the reestablishment.

However, if the subband report is valid, the SC utility utilizes: (a) the subband CQI report for transmission scheduling from the most current reporting subframe; or (b) a modified subband CQI value with a correction that utilizes the wideband CQI report, if the subband CQI report was not received at the most current reporting subframe.

    Abstract: In a synchronous application to control forward link (FL) data rates in a satellite system, user equipment (UE) repeatedly transmits a quality control measurement (QCM) index during a QCM period. During this QCM period, the data rate cannot change. The associated satellite transmits at a new rate corresponding to the QCM index. The UE knows that it will begin receiving new data at the new rate after a QCM delay. In an asynchronous application, a satellite transmits a rate change signal over a FL rate indication channel (RICH). A UE monitors the FL RICH for this signal. When the signal quality is to be low, the satellite sends only a single bit of the QCM index over a first orthogonal channel. When the signal quality is not low, the satellite transmits each bit of the QCM index in a separate orthogonal channel of the FL RICH.

A transport layer system manages receive buffer for application processes running on the destination host. Upon receiving the first packet of a new message from a source host, the system determines if there is enough free space in the receive buffer at the destination host to be reserved for the entire message. The system allocates receive buffer for the entire message if there is enough free receive buffer space. If there is not enough free buffer space, the system drops the message and sends a negative acknowledgment to the source host. The source host pauses transmission to the destination host upon receiving the negative acknowledgment. The system sends a resume message to the source host when there is enough free buffer. The source host retransmits the dropped message upon receiving the resume message.

The device maintains, if the second criterion is determined to be satisfied, a state of the device for receiving the data transmission at the first subsequent data rate.
