    Abstract: Techniques for supporting operation on multiple carriers are described. In an aspect, a carrier indicator (CI) field may be used to support cross-carrier assignment. The CI field may be included in a grant sent on one carrier and may be used to indicate another carrier on which resources are assigned. In one design, a cell may determine a first carrier on which to send a grant to a UE, determine a second carrier on which resources are assigned to the UE, set a CI field of the grant based on the second carrier and a CI mapping for the first carrier, and send the grant to the UE on the first carrier. The UE may receive the grant on the first carrier from the cell and may determine the second carrier on which resources are assigned to the UE based on the CI field of the grant and the CI mapping for the first carrier.

The call server establishes an alternate communication link with the first communication device on an alternate network and joins it with the second communication link before disabling the original communication link to maintain the communication session between the communication devices.

    Abstract: Systems and methods described herein employ techniques for generation and selective activation (or triggering) of network management policies in a congested network to, for example, prevent further aggravation of network congestion are disclosed. In order to address mobile network congestion it is necessary to be able to enforce network management policies on the devices which are in the a specific congested cell. This presents a challenge as the mobile devices cannot themselves determine if the cell they are currently located in is congested. Additionally, most network operators do not have mechanisms to determine which cells are congested in real-time. Thus, network operators (e.g., cellular providers) can create policies with congestion triggers that are not bound to specific cells to address congestion. The polices can be distributed to clients in the mobile network and selectively activated in congested cell locations (or areas) by the mobile clients.

The call server establishes a first communication link with the device based on the connection status indicator. The call server then establishes a second communication link with the target communication device. On the other hand, the receiver continues to operate at the reduced clock rate when the data packet is not intended for the device.

These behavioral statistics are updated as packets belonging to a flow are processed. For each policy that the flow's behavioral statistics satisfy, actions that are associated with that policy are applied relative to the packet. The actions may be designed to cause a router to handle, in a user-specified manner, packets that are likely to represent a particular kind of traffic. Thus, different flows, such as VOIP, gaming, streaming, and P2P flows, which are associated with different behavioral statistics, may be handled in ways applicable for the specific application traffic type.
