    Abstract: Apparatus and methods are provided to detect radio link failure in a NR access system. In one novel aspect, the radio link failure is detected upon detection of one or more radio link failure conditions on the serving beam. In one embodiment, the physical layer problem is considered as detected when one or more predefined events occur for a number of consecutive times on the serving beam. In another embodiment, the UE further considers potential recoveries to avoid frequent triggering of the radio link failure condition. In one embodiment, the UE performs the initial alignment procedure to recover the connection. In one embodiment, UE performs the initial alignment procedure without performing radio link recovery on the serving beam. In other embodiments, the UE performs the initial alignment procedure after performing radio link recovery on the serving beam and/or selects one or more beams for initial beam alignment.

In one novel aspect, the UE obtains the size Z of the RRC message and the size limit L of the underlying transmission at layer S of the UE protocol stack, wherein the layer S either the RRC layer, the PDCP layer, or a sublayer between an RRC layer and a PDCP layer. The UE triggers RRC message segmentation upon detecting Z is greater than L. In another embodiment, the layer R of the protocol stack of the UE receives, in order, a sequence of chunks of an RRC message, reassembles of the RRC message, wherein the layer R is selected from a same layer as the layer S and a layer higher than the layer S. In one novel aspect, the size limitation L is either predefined or obtained through network notification or UE inquiry.

    Abstract: This innovation describes methods for a New Radio (NR)-based, LEO Non-Terrestrial Networks (NTN) to improve handover (HO) process. As a user equipment (UE) reaches the HO region, the source and target beam-spots (satellite cells) communicate to finalize handover decision and time of handover. LEO satellites use ISL links to make the source and target cells time synchronized. After the HO decision is finalized, the source beam-spot includes this HO time in the HO Command message. Alternatively, the UE can use its location information to autonomously estimates the HO time, associated with handover events, depending on the beam diameter and speed of the LEO satellite. Under the improved handover process, HO in LEO-TNT is configured and performed without the UE explicitly performing a random access (RA) in the target cell, reducing the frequent random-access process.

    Abstract: A method of multiplexing logical channels (LCHs) in configured grants (CG) to enable faster transmission of high priority data in 5G New Radio-Unlicensed (NR-U) is proposed. Two options of imposing a CAPC-based restriction rule on multiplexing a low priority LCH with a high priority LCH are provided. In a first option, a threshold CAPC value is configured via RRC signaling. Data belonging to LCH having a priority lower than the CAPC threshold is not allowed to be multiplexed with data belonging to LCH having a priority higher than the CAPC threshold. In a second option, each CAPC has a flag indicating if the CPAC can have reduced priority via RRC signaling. If the flag is set for the CAPC, then data belonging to LCH assigned with the CAPC cannot be multiplexed with data belonging to lower priority LCHs.

    Abstract: A method to speed up uplink data access during a radio resource control (RRC) reconfiguration procedure is proposed. UE first sends an RRC request, and in response receives an RRC reconfiguration message from BS. UE then decodes the RRC reconfiguration message and performs reconfiguration. UE also waits for UL grant for transmitting RRC reconfiguration complete with UL data if available. In one embodiment, BS provides the UL grant in a common search space while UE is performing the reconfiguration, and UE does not need to wait the UL grant until after the reconfiguration is done. In other words, the reconfiguration and the UL grant occurs in parallel, which reduces access delay for UL data. In an alternative embodiment, BS provides UL grant in RRC reconfiguration message, so that UE does not have to receive UL grant while performing the reconfiguration.

    Abstract: Apparatus and methods are provided to support dual active protocol stacks (DAPS) to reduce mobility interruption time in communication system. In novel aspect, the PDCP reconfiguration includes reconfiguring a normal PDCP to a DAPS PDCP such that the DAPS PDCP is associated with both the source cell and the target cell, and reconfiguring a DAPS PDCP to the normal PDCP by releasing the association with the source cell. In one embodiment, the PDCP entity receives a PDCP reconfiguration request from upper layers of the UE configured with DAPS establishes a header compression protocol, a ciphering function, and an integrity protection function for the target cell. In one embodiment, the PDCP reconfiguration request triggers the DAPS PDCP to be normal PDCP. The DAPS PDCP releases the source header compression, ciphering and integrity protection functions.

    Abstract: Apparatus and method are provided to enhance scheduling request to multiple schedulers with inter base station carrier aggregation. In one novel aspect, the UE monitors and detects one or more SR triggering event. The UE selects one or more base stations based on predefined criteria and sends the SR to the selected one or more base stations. In one embodiment, at least one radio bearer of the UE is associated with multiple cell groups (CGs) in different base stations with association priorities. The association priorities may be configured by the network, derived based on predefined UE configurations, derived from load information received by the UE, or derived from radio measurements. In one novel aspect, the UE upon detecting SR failure triggered on a triggering radio bearer, sends SR failure indication to a RRC layer or associates the triggering radio bearer with a different base station.

    Abstract: A method to improve paging process by including additional backup paging opportunities in new radio unlicensed (NR-U) systems is proposed. To cope with the downlink transmission impairments arising from possible listen-before-talk (LBT) failures, NR-U user equipment (UE) can listen the additional paging opportunities (POs) to get the paging message. In an efficient mechanism, additional backup paging opportunities are configured while minimizing the UE's power consumption. The invention also reduces UE's power consumption by configuring short and micro sleep cycles between successive backup paging opportunities. In addition, to avoid continuous listening to the backup paging opportunities, paging monitoring can be suspended for a UE if the LBT is successful and the paging is not intended for the UE.
