    Abstract: This document describes methods and devices for a handover of a user equipment from source base station (a Fifth Generation (5G) New Radio (NR) base station) to a target base station (another 5G NR base station or an Evolved Packet Core (EPC) network base station). The source base station, which is in communication with the user equipment, determines to handover the user equipment to the target base station. The source base station, then determines whether to use a delta configuration or a full configuration for handing over the user equipment. For the full configuration, the source base station either excludes the delta configuration from, or indicates use of the full configuration in, handover preparation information. By so doing, the source base station enables handover of the user equipment to the target base station.

The 5G NR base station (121) determines to hand over the user equipment (111) to an Evolved Universal Terrestrial Radio Access (E-UTRA) base station and sends a Handover Request message for the user equipment (111) to the E-UTRA base station (122). The 5G NR base station (121) receives a Handover Request Acknowledge message from the E-UTRA base station (122) and transmits a 5G NR Radio Resource Control (RRC) message including an E-UTRA RRC message to the user equipment (111).

A UE or base station selects a particular CAPC corresponding to an intended transmission (225) based on an intelligent mapping of different types of transmission payload (e.g., transmission payload other than or in in addition to pre-defined, QoS-related UP message data payload) to different CAPCs. Most (if not all) of the mapped CAPCs corresponding to the different types of transmission payload are of a higher priority than a lowest priority CAPC (212-222), resulting in channel access procedures that are more commensurate with respective transmission payloads.
