The layer 2 processing method includes: sending channel reconstruction indication information to the DU; receiving a response message sent by the DU; generating an RRC reconfiguration message based on the response message; and sending the RRC reconfiguration message to a UE, and performing, by the UE, a corresponding operation.

Abstract: Disclosed are a system message notification and sending method and apparatus. The method comprises: a CU determines system message relevant information; and the CU sends the system message relevant information to a DU. The DU receives the system message relevant information sent by the CU; and the DU notifies a terminal of the information. The present application provides an access control and system message processing solution under a CU-DU architecture, and a CU can provide sufficient auxiliary information to a DU, and thus the DU can generate suitable system information according to same. The two coordinate to provide a service to a UE, and the system efficiency is improved and a good user experience is ensured.

The QoS processing method includes transmitting, by a target base station, a first message to a source base station. The method comprises: in a scenario of jointly employing an MeNB and an SeNB, a first base station sends SCG configuration information to UE to perform SCG configuration; if the UE Determines that the SCG configuration fails, the UE sends to a network side SCG reconfiguration failure information; and then if an MCG configuration succeeds, then the UE and the network side keep the original SCG configuration information sent at the previous iteration unchanged, else an SCG release is triggered. In this way, when only an SCG configuration fails, the present invention uses original SCG configuration information instead of frequently launching RRC re-establishment, such that severe data interruption is effectively avoided.

Abstract: Disclosed are a method and a device for synchronously counting a multimedia broadcast multicast service (MBMS) service. Through technical solutions of embodiments of the present invention, synchronization time point information is carried in a message sent to a base station by an MBMS coordinating entity (MCE), so that the base station counts the MBMS service at the corresponding synchronization time point, collects the counting information and feeds back the counting information to the MCE. Whereby, the base station can count the MBMS service for each terminal device served by the base station at the same time point and collect and transmit the MBMS service counting information to the MCE, thereby ensuring synchronization of MBMS service counting time, ensuring synchronization of multicast control channel (MCCH) contents at the air interface, and solving the problem that synchronization of MBMS service counting time cannot be ensured in the prior art.
