    Abstract: Silanol-containing organic-inorganic hybrid coatings on semiconductor substrates for forming patterns thereon. The present coatings can be produced by coating of semiconductor substrates with metal and silanol containing polyhydridosilsesquioxane resin solutions. Provided herein is also a method for patterning a metal and silanol containing polyhydridosilsesquioxane coated substrate with radiation of light at a specific wavelength, the method comprising the steps of irradiating a coated substrate along a selected pattern to form an irradiated structure with a region of irradiated coating and a region with un-irradiated coating and selectively developing the irradiated structure to remove a substantial portion of the un-irradiated coating to form a patterned substrate. The invention allows for obtaining a preselected silanol content polyhydridosilsesquioxane resin, and adjustment of the silanol content will make it possible to obtain a highly sensitive coating for application in EUV.

    Abstract: Techniques for identifying network congestion and adapting network performance to relieve the network congestion are described. As described, a network element such as a switch reports network congestion indicators such as link level control frames to a network controller. The network controller uses the network congestion indicators reported from the network elements to identify congestion points, data traffic, and data flows experiencing congestion at a network level. The network controller then determines optimized control parameters for the network in order to reduce or alleviate the congestion at the congestion points.

Each fair rate record corresponds to a particular second node output context and describes a recommended rate of flow to the particular output context. The first node allocates up to X of the VOQs among flows corresponding to i) currently allocated VOQs, and ii) the flows corresponding to the received fair rate records. The first node operates each allocated VOQ according to the corresponding recommended rate of flow until a deallocation condition obtains for the each allocated VOQ.

    Abstract: A cigar tube is provided having an ash catcher and an ash collection cap, for receiving and containing lit or extinguished cigars for later consumption an elongated tubular member having opposite first and second ends and defining a hollow inner cavity disposed between the first and second ends adapted to receive and contain a cigar. The ash catcher is disposed within the inner cavity and has a generally planar body positioned transverse to the tubular member and has a plurality of apertures. A plurality of truncated cones project from the planar body such that each truncated cone preferably aligns with each respective aperture to provide substantially unidirectional ash passageways from the inner cavity to the ash collection cap. In a preferred embodiment, the truncated cones have a length sufficient to provide air space between the cones and the ash collection cap for the collection of ashes and dissipation of heat.

For example, a network monitoring agent that is experiencing network packet loss can be examined to determine if it is degraded. For example, metrics can be obtained that are associated with the network monitoring agent. The obtained metrics can then be evaluated against thresholds. For example, if a high confidence metric is outside of a threshold for the high confidence metric, then a determination can be made that the network monitoring agent is degraded. As another example, if two low confidence metrics are outside of respective thresholds, then a determination can be made that the network monitoring agent is degraded. If a network monitoring agent is degraded, then its monitoring data can be discarded.
