In the present invention, when a UE-transmitted connection request is received by a network side, within a correlation between a preconfigured CSG identifier and an APN for public access, an APN corresponding to the identifier of the CSG wherein the UE is established is searched for, and the LIPA is established for the UE when the APN is found, or, the APN found is transmitted to the UE and the UE subscription information is modified. Employment of the present invention allows the UE to perform LIPA successfully.
