When uplink transmission conflicts with sidelink transmission in time, the terminal device can resolve the data transmission conflict based on a ProSe per-packet priority (PPPP) of data on a sidelink and a limit, thereby satisfying data transmission requirements in Release 15 and subsequent Releases. The method is applied to terminal-to-terminal communication. A terminal device needs to transmit sidelink data on M first-type carriers and transmit uplink data on N second-type carriers, and M and N are positive integers. A data transmission method provided in an embodiment of the present disclosure comprises: determining a target logical channel from one or more logical channels according to configuration indication information of a sidelink resource and attribute indication information of the one or more logical channels, the configuration indication information indicating a configuration feature of the sidelink resource, and the attribute indication information of the respective logical channels indicating whether data on the respective logical channels requires HARQ feedback; and using the sidelink resource to transmit data on the target logical channel.
