The first panel includes a first substrate, X and Y electrodes extending on the first substrate, and a first dielectric layer adapted to cover the X and Y electrodes and having groove shaped field concentration units arranged on a surface thereof facing the discharge cells. An inner surface of each field concentration unit is concave with respect to a central portion thereof.
