    Abstract: A method of determining differing characteristics of magnetic dipole elements such as orientation, coercivity, bias and response amplitude and a tag reader for reading magnetic tags containing such elements. The elements are scanned by a rotating magnetic field and two sets of transition data are determined. The transition data sets are associated with respective elements and analyzed to determine mean field values resolved along the element vectors. These field values are used to determine properties of the elements, such as coercivity.

    Abstract: A high grade investment vehicle, and associated method, for private investors to utilize the investment potential of government assets while simultaneously lowering the cost to the government for use of that asset and freeing cash equity for governmental use for services and/or debt retirement. A sales document transfers title of a governmental asset to a private entity in exchange for funds. The transfer of title converts the governmental asset into a private asset. A general obligation lease between the private entity and the governmental entity grants the governmental entity usage of at least a portion of the private asset in exchange for lease payments. The general obligation lease has the investment risk characteristics of a general obligation bond, but lease payments are less than the debt service on conventional government securities yielding the same amount of funds obtained through the sale of the governmental asset.

    Abstract: Methods and apparatus for providing a monitoring service using a speakerphone and monitoring device coupled by a telephone line are described. A call is placed to the monitoring device and the speakerphone is then left off the hook. The monitoring device records received sounds and monitors for signals indicating an attempt to place a call. If DTMF tones corresponding to a phone number are received, the monitoring device initiates a call to the received phone number and bridges the initiated call with the call from the speakerphone. A call can be placed to the monitoring device to access recordings of audio from the speakerphone, monitor sounds from the speakerphone in real time and/or select stories, music or messages to be supplied by the monitoring device to the speakerphone at times specified by the caller.

    Abstract: Servo circuitry for counting tracks on an optical storage medium is disclosed. The servo circuitry is comprised of a differential phase detector and a digital phase-locked loop. The differential phase detector receives four signals from a quad-photodetector and correlates the four signals into a first correlation signal and a second correlation signal. The digital phase-locked loop receives an adjustable amplification value along with the positive correlation signal and the negative correlation signal. The digital phase-locked loop generates a track count signal based on the adjustable amplification value, the positive correlation signal, and the negative correlation signal. The track count signal represents track crossings on the optical storage medium. The digital phase-locked loop advantageously has an adjustable bandwidth based on the amplification value. The servo circuitry count tracks on both CDs and DVDs.

The server authenticates a caller identity associated with the voice utterance and transfer the authenticated caller identity to the trusted telephone network.     Abstract: A mechanism for transporting a hub is provided. Particularly, a transport mechanism for a pelletizer knife hub is disclosed. The mechanism comprises a clamp for selectively engaging and releasing the shaft of the pelletizer knife hub. The clamp is connected to a support bar. The support bar, in turn, has a hoisting connector for being raised, lowered, and maneuvered by a hoisting system. According to the mechanisms of the present invention, the clamp is rotatable relative to the hoisting system. In one embodiment, a counter-balance to the hub is provided. In another arrangement, the hoisting system supports the hub above the hub for balancing the system.
