A pico eNodeB (eNB) or a home eNB (HeNB) receives served cell information for a primary cell (PCell) or a secondary cell (SCell) from an interfering neighbor eNB. The served cell information includes information on the number or portion of user equipments (UEs) served by a corresponding cell and information on a resource usage status of the corresponding cell by the UEs. The pico eNB or the HeNB selects a PCell or a SCell based on the received served cell information.
