    Abstract: An embodiment of a method of controlling access to a computing resource within a shared computing environment begins with a first step of determining a plurality of controller functions for a plurality of operating ranges for workloads accessing the computing resource. Each of the controller functions comprises a mathematical operator which takes an input and provides an output. The method continues by iteratively performing second through fifth steps. In the second step, the method measures performance parameters for the workloads to determine a performance parameter vector for the workloads. In the third step, the method compares the performance parameter vector to a reference performance parameter vector to determine an error parameter. In the fourth step, the method applies a particular controller function selected from the plurality of controller functions to the error parameter to determine a target throughput for each of the workloads.

It is possible to reduce the time required for PLMN scans and UE power consumption.

The method further comprises utilizing, by the scheduler, a weighted proportional-share scheduling algorithm to maintain fairness in allocating shares of a resource to competing consumers in accordance with the changed weight. According to another embodiment, a system comprises at least one resource, and a plurality of competing consumers desiring to use the resource(s). A scheduler allocates shares of the resource(s) to the competing consumers according to a weighted proportional-share algorithm. A controller monitors at least one of performance of the competing consumers and utilization of the resource(s), and controls the performance and/or utilization by dynamically changing a scheduler parameter. The scheduler maintains fairness in allocating shares of the resource(s) to the competing consumers in accordance with the dynamically changed scheduler parameter.

The super-imposed layers of fabric, when laid flat, have a substantial common area of super-imposition. Infill pieces formed from either at least one gusset forming insert or from a portion or portions of fabric of one or both of the fabric layers which extend beyond the area of super-imposition are provided. The air-bag has an inflatable region towards the upper part of the air-bag and an inflatable region towards the lower part of the air-bag. The two inflatable regions are separated by a part of the air-bag which is constrained when the air-bag is inflated, to have a thickness less than the thickness of either of the said regions.

The transmitter is configured to interleave AAL2 voice packets from the DSP sub-system (160) and signaling and management packets from the host processor (190) on an ATM connection. Data is fetched by DMA(s) (415). A channel look-up table uses the DSP assigned voice channel as an index into the table to map a voice channel to the ATM connection.
