    Abstract: In an embodiment, a user equipment (UE) determines an emergency health condition for a user that is defined based on a set of health-related parameters crossing a corresponding set of thresholds. The UE receives health data from a set of health monitoring sensors that are each configured to monitor one or more health-related parameters of the user. The UE detects, while a restricted mode restricting access to a set of communicative functions of the UE is active, that the emergency health condition for the user exists based on the received health data indicating that the set of health-related parameters have crossed the corresponding set of thresholds. The UE disables the restricted mode in response to the detecting. The UE conveys, using one or more communicative functions from the set of communicative functions that are made available by the disabling of the restricted mode, an alarm related to the detected emergency health condition for the user.

The method and apparatus include monitoring for a synchronization message from the base station. The apparatus receives a request for UE capability information, wherein the request indicates at least one network supported UE capability. The request may comprise a plurality of supported CA band combinations and a network-specific set of features supported in connection with the plurality of CA band combinations.     Abstract: Methods, systems, and devices for wireless communication are described. A user equipment (UE) may determine that a number of access stratum (AS) operations or communications have failed while attempting to communicate with a cell. Based on the AS failures, the UE may deprioritize the cell. For example, based on the deprioritization, the UE may bar certain cells from selection or reselection procedures. The UE may thus attempt to select or reselect a different cell even if the cell is ranked lower based on a selection criteria or reselection criteria. In some cases, UEs may store and share historical AS failure information that may also be used to determine when to deprioritize a cell. In some cases, a group of cells may be deprioritized (e.g., a group based on frequency, network, or tracking area).

The apparatus may attempt to perform a redirection procedure from a first RAT to a target frequency of a second RAT. The apparatus may refrain from initiating a reselection procedure to the target frequency of the second RAT for a predetermined time period. Cell measurements can be performed based at least in part on at least the subset of the set of available target frequencies as prioritized. Additionally, the plurality of target frequencies in the reselection database may correspond to target frequencies to which successful reselection has occurred from the serving cell.
