    Abstract: Disclosed are a method and system for managing access to and verifying personal identity. A person is provided with a private key that uniquely identifies that person, and that person uses the private key to access an identity manager. The person then uses the identity manager to specify a desire to establish a business relationship with a business entity. The user can then contact that business entity. The business entity is provided with a private key that uniquely identifies the business entity. That business entity then receives a request to conduct business with the entity from a person alleging to have the personal identity. The business entity then accesses the identity manager using the private key, and that entity then determines if a person having the personal identity has used the identity manager to specify a desire to conduct business with the business entity.

    Abstract: A method for alleviating congestion problems in prior art networks delays provision of dial tone signals to terminals that are, likely, carrying out a re-dial attempt in excess of a preselected number of re-dial attempts. A determination that the terminal seeking to establish a connection is likely carrying out a re-dial attempt may be based on numerous factors, such as the time since the last time the terminal desired to establish a call, the duration of the last call, etc. The delay that is imposed is, advantageously, sensitive to the number of times the terminal has attempted a re-dial, and on other conditions, such as the cause of the failure to establish a connection, network congestion conditions, etc. In imposing the dial tone delay, identities of the terminals that are to receive a delayed dial tone are placed in a FIFO queue.

Briefly, a storage element, preferably having a standard computer interface, most preferably a USB port, is disclosed. Sets of data structures that allow the user to incorporate information about their medical history and profile are provided on the storage element. The data structures also allow the user to enter images, such as jpeg, tiff or bitmap files, to further augment their history. These data structure also allow the health care provider to quickly and easily access the relevant information in a timely and organized manner.     Abstract: An analog flame sense circuit is provided that utilizes the flame rectification method of sensing flame. The circuit uses an AC voltage source and discrete components to provide the sensing of the flame current. Either a single-pole or a two-pole filter may be used to smooth the generated sense voltage. A DC bias is provided to the filter to ensure a positive voltage. The circuit also includes a high-gain, high-impedance amplifier to translate the high impedance voltage of the sensing portion of the circuit to a relatively low impedance voltage for use by an electronic control circuit. In one embodiment, a high-gain emitter-follower amplifier constructed from two bi-polar junction transistors (BJTs) is used. An integrated Darlington configuration may be used, as well as a single BJT having a high gain, and an integrated operational amplifier.

    Abstract: The throughput between a satellite and a plurality of users is controlled by adjusting resources among the users depending on the signal degradation (such as rain fade) experienced by the users. A plurality of time division multiplex (TDM) channels (also called bands) each have a plurality of TDM subchannels corresponding to the users. The channels have different signal fade ranges and the users are assigned to channels based on their signal degradations. Users with signal degradations within a range of each other are assigned to different subchannels within a common channel. Those users with downlinks having substantial signal degradation are given a greater packet length or duration for the data packets of their corresponding subchannels. Additionally, the forward error correction (FEC) code rate is adjusted depending on signal degradation.
