    Abstract: A method to improve the design of new radio physical downlink control channel (NR-PDCCH) transmission and to reduce the false alarm rate of NR-PDCCH blind decoding is proposed. The downlink control information (DCI) bits are carried by NR-PDCCH to be transmitted to UEs after CRC attachment, channel encoding, interleaving, and modulation. The proposed NR-PDCCH design is separated into two parts. In a first part, a UE-ID or RNTI is used to derive a CRC mask or a scrambling sequence for CRC attachment of the DCI bits. In a second part, a UE-specific ID is used to derive an interleaver before or after channel encoding of the DCI bits. If the interleaver is placed before channel encoding, it takes the form of a bit interleaver. If the interleaver is placed after channel encoding, it takes the form of a bit interleaver or a channel interleaver.

    Abstract: In one novel aspect, a plurality of synchronization signal (SS) anchors within a block of a contiguous spectrum is configured in a wireless network, wherein each SS anchor is a primary SS anchor or a secondary SS anchor. The UE performs an initial access by detecting a first primary SS anchor and receives one or more virtual carrier configurations with corresponding SS anchors within the block of the contiguous spectrum. In another novel aspect, The UE performs an initial access through a first RF band with a first bandwidth and a first center frequency, receives a switching signal to switch from the first RF band to a second RF band with a second bandwidth and a second center frequency, wherein the second bandwidth is different from the first bandwidth, and performs a RF bandwidth adaptation from the first RF band to the second RF band based on the adaptation signal.

    Abstract: Aspects of the disclosure provide a method for remaining minimum system information (RMSI) reception. The method can include receiving a PBCH carrying a beam index (SBI) and indicating configuration information of a sequence of RMSI PDCCH monitoring occasions. The configuration information indicates an RMSI offset (D) between a timing reference and a slot carrying the RMSI PDCCH monitoring occasion at the beginning of the sequence of the RMSI PDCCH monitoring occasions, and an RMSI interval (T) between two RMSI PDCCH monitoring occasions in the sequence of RMSI PDCCH monitoring occasions. The method further includes determining a timing of a first RMSI PDCCII monitoring occasion in the sequence of RMSI PDCCH monitoring occasion according to the SBI and the configuration information.

    Abstract: A new design for physical downlink control channel (PDCCH) is proposed for the next generation 5G new radio systems. A UE receives the configuration of a default control resource set (CORESET) in MIB/SIB from its serving base station. The default CORESET contains both common search space and UE-specific search space for candidate PDCCH transmission. A PDCCH in a default CORESET is mapped to physical resource in a distributed or localized manner. Specifically, various REG-to-CCE mapping rules are proposed to improve frequency diversity gain, or frequency selectivity gain, or to reduce latency of PDCCH processing. Further, to facilitate analog beamforming in mmWave systems, the default CORESET is transmitted in a synchronization signal (SS) block associated with a corresponding analog beam direction.

The UE switches from communicating on the first bandwidth part to communicating on the second bandwidth part. A first TRP determines whether the first TRP is a primary TRP instructing to switch from communicating on a first bandwidth part to communicating on a second bandwidth part. The first TRP communicates with the UE via the first TRP on either the first bandwidth part or the second bandwidth part, when the first TRP is the primary TRP.

    Abstract: A flexible radio frame structure for both FDD and TDD is proposed. Under the flexible frame structure, each radio frame consists of a plurality of slots, and each slot within a radio frame has a flexible slot type. As a basic scheduling unit, each slot can be configured by the base station via physical layer signaling. The slot type can be changed dynamically based on current system needs to support different DL/UL ratios and latency requirements. With the support of different slot types and asynchronous DL/UL HARQ operation, HARQ operation for DL/UL can share the same HARQ timing to simplify the system design and reduce implementation complexity.

For uplink (UL) transmission, a UE encodes the CBs in a frequency-first order within a cluster of the active UL BWP followed by a time order and then a cluster order in a slot, and transmits the encoded signal over a cluster of the active UL BWP that is clear for transmission based on LBT.

    Abstract: An efficient Hybrid Automatic Repeat Request (HARQ) operation for low-latency and high-performance services in one radio access technology (RAT) in a wireless communication network is proposed. Under the proposed single HARQ operation scheme, an adaptive HARQ-ACK feedback timing is applied based on UE conditions and UE capability to support the tradeoff between low-latency and high-performance applications. In one embodiment, UE signals the network its HARQ-ACK timing capability. Furthermore, an adaptive number of HARQ processes is applied with a fixed HARQ soft buffer size because the hardware cost for HARQ soft buffer does not linearly increase with the number of HARQ processes. In one embodiment, UE determines a nominal HARQ soft buffer size and HARQ soft buffer size for each HARQ process based on a network-configured HARQ process number.

The UE performs the UL transmission to the network node according to the transmission schedule such that a first type of the UL transmission is performed with a first timing offset and a second type of the UL transmission is performed with a second timing offset different than the first timing offset.

    Abstract: A method of efficient wideband operation for intra-band non-contiguous spectrum using extending bandwidth part (BWP) configuration is proposed. The BWP definition is extended to cluster BWPs to aggregate distributed spectrum blocks within a frequency range (e.g., 200 MHz) by single carrier operation and facilitate UE to filter out the transmission of unknown RAT between any two of the distributed spectrum blocks. In addition, the cluster BWP configuration enables dynamic aggregation of the number and location of the distributed spectrum blocks based on LBT results in unlicensed spectrum. Specifically, the BWP definition is extended to a group of one or multiple radio resource clusters, each of which contains a set of contiguous PRBs in frequency domain within the associated carrier.

    Abstract: Methods and apparatus are provided for cell access via the anchor carrier. In one novel aspect, the default bandwidth with a default subcarrier spacing in an anchor carrier is provided. The subcarrier spacing for the default bandwidth is the minimum subcarrier spacing of the numerologies supported by the system, depending on the frequency band and/or the deployment scenario. In one embodiment, one or more control information comprising SS1, SS2, RS, NR_MIB, and NR_ESI are received over the default bandwidth. In another embodiment, the Non-ESI information is received through one of Non-ESI carriers comprising a Msg4 during RACH access procedure, a dedicated channel for the UE as a user specific data scheduled by a SI-response message, and a broadcast data with a default or configurable period indicated for transmission by a SI-response message.

The known cell is a serving cell of the UE, or a second neighbor cell of the UE. Beam measurement results of the neighbor cell are reported using SS block indexes of the known cell.
