    Abstract: A method, an apparatus, a terminal, and a base station for data transmission are provided. The method includes: when downlink data is received after a TAT expires, determining whether a first preset parameter of a UE satisfies a first uplink synchronization maintenance condition; and when the first parameter of the UE satisfies the first uplink synchronization maintenance condition, sending, to a base station, a feedback corresponding to the downlink data; or when the first parameter of the UE does not satisfy the first uplink synchronization maintenance condition, skipping sending, to the base station, a feedback corresponding to the downlink data, where the feedback is used to indicate whether the downlink data is received correctly, and the first synchronization maintenance condition is used to determine that the UE still maintains an uplink in-sync state after the TAT expires.

    Abstract: The present invention provides a cell measurement method, a user equipment, and a base station. A cell measurement method according to an embodiment of the present invention includes receiving, by a user equipment, a neighbor cell list of a serving cell of a base station, wherein the neighbor cell list corresponds to a frequency, is sent by the base station, and includes a list of all neighboring cells at the frequency and information indicating whether each neighboring cell in the list of all neighboring cells can be measured by at least one of a first type of user equipment and a second type of user equipment at the frequency corresponding to the neighbor cell list. The cell measurement method also includes performing, by the user equipment, cell measurement according to the neighbor cell list.

The transmission control method includes: generating, by a network-side device, DTX sleep indication information, where the DTX sleep indication information is used to indicate a start time at which the network-side device enters a sleep state each time during DTX execution, and a time length of the network-side device being in the sleep state each time during the DTX execution; and sending, by the network-side device, the DTX sleep indication information to a UE in a cell of the network-side device, so that the UE suspends, according to the DTX sleep indication information, data processing and/or data transmission of the UE during a period when the network-side device is in the sleep state. Technical solutions of the present application can be adopted to reduce power waste of the UE.
