    Abstract: For each connection in a mobile radio network, at least one quality parameter is determined. A server (6) in a mobile radio network (7) calculates at least one statistical quality indicator (pi.) from quality parameters of multiple connections of a user, as well as at least one quality criterion (G, Gi), which depends on a plurality of connections with different mobile devices (1). Based on the determined quality indicators, the server (6) decides which mobile devices (1) do not fulfil the quality criteria (G, Gi) and must be rated as critical. The user of a mobile device, which does not fulfil one or more established quality criteria, is informed by means of an indication in his telephone bill. The quality parameters are determined in the base stations (2) of the mobile radio network (7) and collected in said server (6). The method may also be applied to the determination of the quality of components of the infrastructure, for example base stations (2).

    Abstract: In a method for authenticating persons, video information of certain body features associated with a user or a user group is recorded in a point of presence (POP). Such recorded video information is processed to derive biometric keys, which are stored in tables of a biometric server and in a SIM-card of the user. Each biometric key in the tables is assigned to a respective user. When the user inserts the SIM-card containing a personal biometric key into a communication terminal device, video information describing current body feature of the user is recorded via a video sensor that is not in the communication terminal device. The recorded current video information is then transmitted from the video sensor to the communication terminal device. To authenticate the user, the recorded current video information is processed to derive current biometric keys and compared with pre-stored biometric keys. The authenticity of the user is ensured if the comparison yield a positive result.

    Abstract: A method and apparatus for billing connections of a subscriber identified by a SIM card in a telecommunications network to the subscriber user, including determining the duration and time of the connection using a time-measuring device integrated into the SIM card, which is synchronized with an external clock signal, and determining the amount to be charged based upon connection duration and time and at least one remotely loadable tariff table stored in the SIM card. The time-measuring device can be checked by a time server in the infrastructure, and, if necessary, can be adjusted. The method and apparatus can be used for prepaid as well as for post-paid cards. All data for determining the amount to be charged are available on the SIM card, allowing billing to take place at the source, at the user. No other billing system is required in the infrastructure.

    Abstract: A method for loading or reloading a SIM card (7) for a mobile device (6). The SIM card (7) has an electronic chip with a storage device (11). In the storage device (11) a monetary sum (28) is stored, and decreases as the mobile telephone is used. For loading or reloading the monetary sum, a prepayable value card (13) is purchased. The value card (13) has a code field (14) covered by a removable opaque layer (22). Upon removal of the layer (22), a code (15) becomes visible. The holder of the SIM card and the value card calls a service number using a communication apparatus (6, 8). The caller is thereby connected to a data base (17) in which all codes assigned to value cards (13) and the sum of money associated with each code are stored. The caller is prompted to enter the code (15) on the calling communication apparatus. The code (15) entered is compared with the codes stored in the data base (6, 8).

The mobile radio telephone network comprises at least one center (8) for controlling the message transmission, each message being a data communication in which data telegrams containing a standardized data header are exchanged. For processing special services according to a special procedure accessible only to a certain authorized subscribers, the data telegram comprises an identification code in addition to the standardized data header. A central unit (10) associated with the center and at least some of the terminals have units for generating data telegrams provided with the identification code.
