The method may include obtaining, by a first network manager, node instance information, determining, by the first network manager, transmission requirement information corresponding to the node instance information, and sending a transmission request message to a transport network manager. The node instance information may include identifier information of a node instance or a network address of a node instance, and the transmission request message may include the transmission requirement information and the node instance information.

The method includes: receiving, by a first management unit, a network slice management request, where the network slice management request carries instance information or indication information of a transport network manager; and sending, by the first management unit, a transmission management request to a corresponding transport network manager based on the instance information of the transport network manager, where the transmission management request is used to deploy a transmission network. The embodiments of this application provide a method for determining a transport network manager to create a corresponding transmission network.

When the network performance assurance method is applied, a second management device determines network performance assurance information. The network performance assurance information includes at least one of a network performance assurance granularity and a network performance assurance condition.
