By filling the adhesive filling recess (74) with adhesive B, an outer peripheral portion of the lens holding member (30) and an inner peripheral portion of the coil (52) are bonded together, and the gate portion (72) is buried in the adhesive B.

The route determining unit determines an optimum route connecting a first terminal to a second terminal. A sum of the link costs for the optimum route is lowest among the link costs for other available routes connecting the first terminal to the second terminal. Furthermore, packets are continuously captured in the short time interval, and a mean bandwidth of the packets is calculated, so that a general mean bandwidth, or an upper bandwidth or a peak bandwidth is determined from an overall mean bandwidth by repeating the continuous capturing at random within a fixed section.
