A signal region slopes downward into the central region for facilitating debris removal and a debris drainage groove extending through the central region into the polishing pad. Rotating the polishing pad with polishing fluid in the debris drainage groove sends debris from the central region into the polishing pad through the debris drainage groove.

A rotatable bin is disposed in the bin aperture and includes an interior volume accessible through a rim. The rotatable bin is rotationally operable within the bin aperture between a closed position and an open position, wherein at least a portion of the rotatable bin is rotated through the bin aperture and the interior volume of the rotatable bin is accessible from above. A biasing mechanism extends from the arcuate back wall to the rear wall of the rotatable bin. The biasing mechanism includes a constant force spring that biases the rotatable bin toward the open position. A latch/release mechanism retains the rotatable bin in the closed position against a biasing force of the biasing mechanism.
