    Abstract: A method and apparatus performs processing of the non-access stratus (NAS) layer (layer 3) in long term evolution (LTE) wireless transmit/receive units (WTRUs), which allows the NAS protocol layer to route layer 3 messages to the correct NAS entity, and to encode new NAS message types and information elements. A new architecture is presented that enables NAS security. When a NAS message is generated, a determination is made as to whether or not to cipher, de-cipher and/or integrity check the NAS message based on at least one of a protocol discriminator (PD) of the NAS message, an indicator field in a header of the NAS message, the type of the NAS message, a NAS security state variable, and an indication by an upper layer protocol. The NAS security state variable indicates whether NAS security is currently active or not and may comprise one bit.

    Abstract: A method and a wireless transmit/receive unit (WTRU), including a universal subscriber identity module (USIM), for identifying a closed subscriber group (CSG) cell are disclosed. The WTRU receives a broadcast from a cell including a cell identifier (ID). If the cell ID is associated with a CSG cell, the WTRU determines whether the CSG ID is programmed in the USIM. The cell broadcast may include a single bit information element (IE) indicating that the cell is a CSG cell. If the cell ID is a CSG ID, the cell ID may further include a plurality of fields which indicate at least one of a country, a region, an operator, and a home evolved Node-B (HeNB) number. The cell broadcast may further include a bit indicating whether the CSG cell is public or private. The cell broadcast may further include a bit indicating that emergency calls are allowed from all users.

    Abstract: A method and an apparatus for performing a handover in an evolved universal terrestrial radio access network (E-UTRAN) are disclosed. A wireless transmit/receive unit (WTRU) sends a measurement report to a source evolved Node B (eNB), and receives a handover command from the source eNB. The WTRU initiates reception and processing of a primary broadcast channel (P-BCH) at the target cell after receiving the handover command. The WTRU then sends a random access preamble to the target eNB, receives a random access response from the target eNB, and sends a handover complete message to the target eNB. The reception and processing of the P-BCH may be initiated immediately after receiving the handover command or after sending the handover complete message. The WTRU may apply default configuration or source cell configuration in the target cell until a target cell SFN and/or P-BCH information are acquired.

    Abstract: Method and apparatus are disclosed for determining a physical uplink power level for transmissions on a physical uplink channel. In one embodiment, a random access channel (RACH) uplink message is transmitted. The RACH uplink message includes a RACH message power level and/or a downlink pathloss figure. A downlink message including a power offset value is received. The physical uplink power level is set for transmissions on the physical uplink channel based on the power offset value. In another embodiment, a RACH uplink message is transmitted and a downlink message including a relative power offset value is received. The physical uplink power level for transmissions on the physical uplink channel is then set based on the relative power off set value.

    Abstract: A method for assigning a tracking area (TA) is disclosed. A mobility state of a wireless transmit/receive unit (WTRU) is determined and the TA is assigned based on the determined mobility state. Also disclosed is a method for accessing a closed subscriber group (CSG) TA. A CSG TA identifier is received at a WTRU and is stored. A CSG TA broadcast is received and the broadcast CSG TA is accessed if an identifier of the broadcast CSG TA matches the stored CSG TA identifier. Also disclosed is a method for changing a mobility state of a WTRU. A current mobility state of the WTRU is determined and a predetermined metric of the WTRU is examined. The predetermined metric is evaluated to determine if the metric has crossed a threshold and the mobility state is changed based on the evaluated metric.

Measurements of neighboring cells are taken if the cell selection quality value is less than or equal to the predetermined threshold. Measurements can be taken of intra-frequency cells, inter-frequency cells, and inter-radio access technology cells. If a neighboring cell is found that is better than the current cell based on the measurements, then the better neighbor cell is reselected to.
