    Abstract: Methods and apparatus for random access in multicarrier wireless communications are disclosed. A method for maintaining an allowed multicarrier uplink (UL) random access channel (RACH) configuration set by adding an UL carrier to the allowed RACH configuration set provided that a triggering event occurs and performing a random access (RA) procedure using the allowed RACH configuration set.     Abstract: A method for performing cell reselection first determines a current cell selection quality value. The cell selection quality value is compared to a predetermined threshold. Measurements of neighboring cells are taken if the cell selection quality value is less than or equal to the predetermined threshold. Measurements can be taken of intra-frequency cells, inter-frequency cells, and inter-radio access technology cells. If a neighboring cell is found that is better than the current cell based on the measurements, then the better neighbor cell is reselected to.

In one embodiment, a random access channel (RACH) uplink message is transmitted. The RACH uplink message includes a RACH message power level and/or a downlink pathloss figure. A downlink message including a power offset value is received. The physical uplink power level is set for transmissions on the physical uplink channel based on the power offset value. In another embodiment, a RACH uplink message is transmitted and a downlink message including a relative power offset value is received. The physical uplink power level for transmissions on the physical uplink channel is then set based on the relative power off set value.

    Abstract: An apparatus is used to perform a Circuit Switched (CS) fallback in wireless communications. The Non-Access Stratum (NAS) of the apparatus determines whether to perform a CS fallback based on an Internet Protocol (IP) Multimedia Subsystem (IMS) registration status, and sends a service request indicating a request to perform the CS fallback when the WTRU is attached to a CS domain. The apparatus also includes an Access Stratum (AS) that receives the CS service request from the NAS, sends an indication of the CS service request in a Radio Resource Control (RRC) message to an Evolved Universal Mobile Telecommunications System (UMTS) Terrestrial Radio Access Network (E-UTRAN), wherein the RRC message includes CS service information, and receives a handover command in response to the CS service request.

    Abstract: A method and apparatus are described for implementing a reset procedure for radio link control (RLC) using radio resource control (RRC) signaling. A wireless transmit/receive unit (WTRU) receives a request for RLC reset. A processor at the WTRU comprises a RRC entity and a RLC entity. The RRC entity receives the request for a RLC reset in a radio resource control message. The RLC entity reassembles RLC service data units (SDUs) from any protocol data units (PDUs) that are received out of sequence at a receiving side of the RLC entity. The reassembled SDUs are delivered in sequence to a packet data convergence protocol entity (PDCP). At the receiving side of the RLC entity, any remaining PDUs that are not able to be reassembled are discarded. At a transmitting side of the RLC entity, all SDUs and PDUs stored in transmit buffers are discarded.

    Abstract: A method and apparatus for selecting or reselecting a home Node-B (HNB), (i.e., a closed subscriber group (CSG) cell), among cells having colliding physical layer signals are disclosed. Once the identity (ID) of an HNB is determined, measurements needed to support cell selection or reselection are performed. A broadcast channel that broadcasts an HNB ID is detected and synchronized to, and information obtained from the broadcast channel is forwarded to a non-access stratum (NAS). The broadcasted HNB ID is checked against an HNB white-list provided by the NAS to determine whether the HNB is suitable for a wireless transmit/receive unit (WTRU). The WTRU selects the HNB to camp on, or changes from a cell currently serving the WTRU to the HNB if it is determined to be more suitable than the current serving cell.
