The rolling device has the second end of the belt rolled therearound, and a part of the belt extends out of the rolling device so as to form an extending section, such that the rolling device controls a length of the extending section of the belt so as to adjust a distance between the plurality of coils of the spring, hence a bending flexibility of the spring is adjusted.

Third, the sums of phase differences of every sampling point in a symbol are computed to determine an optimal sampling point in a symbol period and correctly recover symbol timing of signal sequences. By the above properties, the present invention has a simple structure and can shorten an execution time.
