    Abstract: A network entity in a wireless network supports routing of an emergency call for a user equipment (UE) to a Public Safety Answering Point (PSAP) based on determining whether Location Based Routing (LBR) is needed according to the serving cell for the UE. LBR may be needed when multiple PSAPs have jurisdiction over the serving cell coverage area, in which case an early location fix, based on early location information from the UE (e.g. obtained using LPP), and a later final location fix may be obtained. The early location fix is used to perform LBR to an appropriate PSAP. The final location fix is more accurate and is provided later to the PSAP for emergency dispatch. If LBR is not needed, the serving cell identity may be used to route the call to the PSAP instead of an early location fix, which can reduce latency.

    Abstract: Methods and techniques are described for supporting location services for a user equipment (UE) that is using Narrowband Internet of Things radio access or Cellular Internet of Things features to access a wireless network. The techniques include enabling support for a last known location of a UE, using previously obtained location measurements, when a UE is not reachable from a wireless network for positioning. The techniques also include limiting positioning protocol interaction between a UE and a location server via a reduced maximum message size, reduced message volume and longer response and retransmission timers. The techniques further include enabling a UE to obtain location measurements when not connected to a wireless network, enabling periodic and triggered location of a UE in which a UE evaluates location triggers while not connected to a wireless network, enabling use of deferred location and enabling improved location security.

The plurality of directional PRSs is transmitted within the at least one cell, such that each of the plurality of directional PRSs is transmitted in the direction of transmission. A mobile device may acquire and measure at least one of the directional PRSs which may be identified using the associated signal characteristic. The measurement may be used to assist position methods such as OTDOA and ECID and to mitigate multipath.

In one implementation, a mobile device receives an offset parameter from a location server indicative of a difference in timing between transmission of a first PRS positioning occasion for a reference cell and transmission of a second PRS positioning occasion for a neighboring cell that supports multiple PRS configurations, where the second PRS positioning occasion is for a PRS configuration with a longest periodicity. The mobile device may determine an expected timing of PRS positioning occasions for other PRS configurations for the neighboring cell based on the offset parameter and may measure a Reference Signal Time Difference for the neighboring cell using the expected timing.
