The command unit measures each sub-module and communicates with the sub-module, acquires necessary data of measurement data of the sub-module, position data received from the sub-module, operation situation data of the sub-module and topographical data around the sub-module, calculates a synthetic beam pattern, calculates the arrangement of the sub-modules when the synthetic beam pattern becomes equal to a predetermined pattern, and instructs each sub-module to move based on the calculated arrangement of the sub-modules.
