    Abstract: Method and apparatus are disclosed for determining a physical uplink power level for transmissions on a physical uplink channel. In one embodiment, a random access channel (RACH) uplink message is transmitted. The RACH uplink message includes a RACH message power level and/or a downlink pathloss figure. A downlink message including a power offset value is received. The physical uplink power level is set for transmissions on the physical uplink channel based on the power offset value. In another embodiment, a RACH uplink message is transmitted and a downlink message including a relative power offset value is received. The physical uplink power level for transmissions on the physical uplink channel is then set based on the relative power off set value.

    Abstract: A method and apparatus for providing wireless communication services, (e.g., multimedia broadcast multicast services (MBMS)), are disclosed. A wireless transmit/receive unit (WTRU) detects a plurality of target cell evolved Node-Bs (eNodeBs) that neighbor a serving cell eNodeB. The WTRU evaluates cell reselection criteria and determines a neighboring target cell eNodeB to reselect. The WTRU receives and reads master information block (MIB) and system information messages of the neighboring target cell eNodeB, and confirms that the determined neighboring target cell eNodeB is not part of a multimedia broadcast single frequency network (MBSFN). The WTRU identifies the neighboring target cell eNodeB to the serving cell eNodeB.

An evolved Node-B broadcasts system information including at least one system information block (SIB) based at least in part on an enhanced universal terrestrial radio access network (E-UTRAN) parameter response message sent by an evolved packet core (EPC) network. A WTRU generates a new TAC, which represents a tracking area identification (TA-ID) of a new cell, based on the system information, and compares the new TAC to an existing TAC, which represents a TA-ID of a previous cell. The WTRU transmits to the EPC network a TAU request message including the TA-ID of the new cell. The EPC network sends either a TAU accept message or a TAU reject message to the WTRU.

The WTRU may send a service request to a virtual service provider to request the service. The WTRU may receive a service response from the virtual service provider. The WTRU may receive a service response from the virtual service provider, the service response indicating a mobile network operator (MNO) to use for obtaining the service and subscription information for accessing the MNO, wherein the MNO is different than the operator of the RAN node. The interface may be a user plane interface. An eNodeB may receive an indication to set up the interface between the eNodeB and the proximity server. The indication may be a S1AP message received from a mobility management entity (MME), an RRC message received from the WTRU, and/or the eNodeB discovering the proximity server. Upon receiving the indication, the eNodeB may establish the interface between the eNodeB and the proximity server. The eNodeB and/or the proximity server may utilize unique session identification to identify the WTRU.

    Abstract: A method and apparatus are described for providing non-packet switched service to a target radio access technology (RAT) network. A circuit switched (CS) service notification message is received by a wireless transmit/receive unit (WTRU). If the WTRU has been allocated a valid temporary mobile subscriber identity (TMSI), a paging response message including the valid TMSI is transmitted after an inter-system change is performed from a source RAT network to a target RAT network. The CS service notification message is for terminating a CS call request. The source RAT network may be a long term evolution (LTE) network, and the target RAT network may be a third generation partnership project (3GPP) network. Alternatively, if the WTRU has not been allocated a valid TMSI, a paging response message including an international mobile subscriber identity (IMSI) that identifies the WTRU is transmitted after the inter-system change.

    Abstract: A method and apparatus are described for maintaining communications over a bearer when at least one of two wireless transmit/receive units (WTRUs) transition to idle mode. In one case, a direct WTRU-to-WTRU bearer may be released in response to a first one of the WTRUs transitioning to idle mode. A second one of the WTRUs may send a first of a plurality of packets to the first WTRU via a default packet data network (PDN) connection or a default bearer towards the PDN connection. The first packet may have a destination Internet protocol (IP) address of the second WTRU and trigger paging to the first WTRU. The first WTRU may transition to connected mode in response to the paging. Other cases may release a portion of a bearer, rather than the entire bearer. A method and apparatus for initiating proximity service bearer establishment is also described.
