    Abstract: Techniques for supporting home NodeB (HNB) mobility and virtual active set management in support of soft handover are disclosed. A source HNB may decide to initiate a relocation of a wireless transmit/receive unit (WTRU) from the source HNB to a target HNB, and may initiate an access control for the WTRU to determine whether the WTRU is allowed to receive a service provided via the target HNB. The source HNB may send an access control query to either a core network (CN) or an HNB gateway (HNB-GW) for verifying that the WTRU is allowed to receive a service provided via the target HNB. The access control query response may include access control information for all or a subset of subscriber groups that the WTRU is a member of. The WTRU may maintain a virtual active set (VAS) including at least one macro cell and at least one femto cell.

    Abstract: A method and apparatus are described for transmitting service request messages in a congested network. In one embodiment, a message including a timer value may be received by a wireless transmit/receive unit (WTRU) having a timer that is set based on the timer value. Once the timer is activated, the WTRU may not attempt to transmit a service request message to a network for mobile originated (MO) services, except for MO emergency calls, until the timer expires. In another embodiment, the timer may be deactivated in response to receiving a page for a mobile terminated (MT) call. The congested network may include a mobility management entity (MME) and a mobile switching center (MSC)/visitor location register (VLR). The MME may apply a congestion control criteria to the WTRU based on whether a timer in the MME is activated or expired.

    Abstract: A first media independent handover function (MIHF) receives a media independent handover (MIH) capabilities discovery request from a second MIHF and generates a MIH capabilities discovery response message, including one or more parameters. Then the first MIHF then sends the MIH capabilities discovery response to the second MIHF. Based on the information contained in the MIH capabilities discovery response, the first MIHF may receive a handover request message from the second MIHF. The one or more parameters included within the discovery response message indicates the specific technologies for which the first MIHF supports a MMB handover. The one or more parameters may include a list of the technologies for which a make-before-break (MMB) handover is supported. For example, a parameter may use a specific bit structure wherein each bit is a Boolean representation of whether MMB handover is supported for a specific type of technology.

In one embodiment, the radio resource control (RRC) connection signaling radio bearer (SRB) is used for SMS and SS transport over the LTE control plane between a wireless transmit/receive unit (WTRU) and a mobility management entity (MME). EMM interfaces and primitives are defined for actions towards SMS and SS entities for enabling SMS and SS services in LTE via the LTE control plane media. Message formats for SMS and SS message transport are also disclosed for sending SMS and SS messages within EMM uplink (UL) non-access stratum (NAS) transport and downlink (DL) NAS transport messages.

    Abstract: A Media Independent Handover (MIH) server communicates with nodes in a cellular network to perform handover of a wireless transmit/receive unit (WTRU) in the event of an incoming circuit-switched (CS) call. A Gateway Mobile Switching Center (GMSC) and/or Home Location Register (HLR) receive an indication of an incoming call, and may communicate with the MIH server. A determination is made regarding whether the WTRU is active in the cellular network. When required, the MIH server initiates an MIH handover of the WTRU to the cellular network. The WTRU hands over to the cellular network and receives the call. Additionally, an MIH server and a HLR communicate location information associated with a WTRU. The location information may be used by the MIH server and HLR to perform their respective MIH and HLR functionality, and/or to handover the WTRU to a cellular network in the event of an incoming CS call.

    Abstract: A method and apparatus of performing selective internet protocol (IP) selective offload (SIPTO) or local IP access (LIPA) is disclosed. A wireless transmit receive unit (WTRU) receives a broadcast message from a Node-B. Then the WTRU receives a message from the Node-B that SIPTO service, or LIPA service is available for that WTRU. The WTRU then communicates using the SIPTO or LIPA service. A method an apparatus for receiving a paging message for SIPTO or LIPA services is also disclosed. The paging message includes an indicator that indicates that the message is for SIPTO or LIPA communications. The indicator may be a temporary mobile subscriber identity (TMSI) assigned by the network specifically for SITPO or LIPA communications. The indicator may also be a single bit designated to indicate that a paging message is a for SIPTO or LIPA traffic.

    Abstract: A method and apparatus are described for processing emergency calls by simplifying call setup procedures and minimizing call setup delay. In one scenario, a system information (SI) broadcast may include emergency services support information that conveys various emergency call network support levels and setup procedures. The SI broadcast is decoded to retrieve system parameters used to process an emergency call. The SI broadcast may include a bitmap or at least one information element (IE), that indicates the various emergency call network support levels. In another scenario, an extended service request message indicating circuit switched fallback (CSFB) for an emergency call is transmitted to a packet switched (PS) radio access technology (RAT) network during a PS session. An inter-system change is performed from the PS RAT network to a circuit switched (CS) RAT without a PS handover, and a CS emergency call is initiated via the CS RAT network.

    Abstract: A method and apparatus are described for providing non-packet switched service to a target radio access technology (RAT) network. A circuit switched (CS) service notification message is received by a wireless transmit/receive unit (WTRU). If the WTRU has been allocated a valid temporary mobile subscriber identity (TMSI), a paging response message including the valid TMSI is transmitted after an inter-system change is performed from a source RAT network to a target RAT network. The CS service notification message is for terminating a CS call request. The source RAT network may be a long term evolution (LTE) network, and the target RAT network may be a third generation partnership project (3GPP) network. Alternatively, if the WTRU has not been allocated a valid TMSI, a paging response message including an international mobile subscriber identity (IMSI) that identifies the WTRU is transmitted after the inter-system change.

    Abstract: A method and an apparatus for performing a handover in an evolved universal terrestrial radio access network (E-UTRAN) are disclosed. A wireless transmit/receive unit (WTRU) sends a measurement report to a source evolved Node B (eNB), and receives a handover command from the source eNB. The WTRU initiates reception and processing of a primary broadcast channel (P-BCH) at the target cell after receiving the handover command. The WTRU then sends a random access preamble to the target eNB, receives a random access response from the target eNB, and sends a handover complete message to the target eNB. The reception and processing of the P-BCH may be initiated immediately after receiving the handover command or after sending the handover complete message. The WTRU may apply default configuration or source cell configuration in the target cell until a target cell SFN and/or P-BCH information are acquired.

    Abstract: A method and system for integrating media independent handover (MIH) under IEEE 802.21 and unlicensed mobile access (UMA) are disclosed. A public land mobile network (PLMN) and an unlicensed mobile access network (UMAN) are concurrently deployed. UMA is supported such that a multi-mode wireless transmit/receive unit (WTRU) may access the UMAN to receive PLMN services through the UMAN. MIH entities are included both in the WTRU and the UMAN and the MIH entity of the WTRU monitors handover events and information and generates a handover trigger for handover between the PLMN and the UMAN. The MIH entity in the UMAN interacts with the MIH entity of the WTRU to report a remote event, handover information and command.
