    Abstract: Methods and apparatus are disclosed that determine whether service continuity is allowed in a target cell for a wireless transmit/receive unit (WTRU) connected to a source local gateway (LGW) via a local internet protocol access (LIPA) Packet Data Network (PDN) connection. The existence of a connection between the source LGW and a target LGW is also determined. Whether the WTRU user settings allow service continuity is determined. On a condition that service continuity is not allowed for the target LGW or for the WTRU, the LIPA PDN connection is deactivated. On a condition that service continuity is allowed for the target network and for the WTRU, the LIPA PDN connection is maintained. Methods for handling handover, paging and emergency calls are also described herein.

    Abstract: A method and apparatus may be used to cancel a communication session. The apparatus may transmit a first message to initiate a communication session and then transmit a second message that indicates a request to cancel the communication session. If the apparatus determines that there is an ongoing Packet Switched (PS) session, the apparatus may continue the ongoing PS session on a current Radio Access Technology (RAT) without performing an intersystem change. If the apparatus receives a handover (HO) command, the apparatus may transmit a message to reject the HO command, or it may ignore the HO command.

    Abstract: The present invention modifies existing media independent handover (MIH) function (MIHF) frame format as defined by the IEEE 802.21 standard. In one embodiment, the variable load of the MIHF frame is modified to eliminate the MIHF variable header by defining the MIHF identification (ID) field and the session ID field as fixed fields in the MIHF fixed header. Thus, the MIHF variable load is only made up of the MIHF payload. In another embodiment, a field such as an information element (IE), a header, or MIH service data such as a command or an event, is represented by a type field, a length field and a value field (TLV). The length of the value field is exactly 128 octets, and the length field only occupies one octet.

    Abstract: A method and an apparatus for performing a handover in an evolved universal terrestrial radio access network (E-UTRAN) are disclosed. A wireless transmit/receive unit (WTRU) sends a measurement report to a source evolved Node B (eNB), and receives a handover command from the source eNB. The WTRU initiates reception and processing of a primary broadcast channel (P-BCH) at the target cell after receiving the handover command. The WTRU then sends a random access preamble to the target eNB, receives a random access response from the target eNB, and sends a handover complete message to the target eNB. The reception and processing of the P-BCH may be initiated immediately after receiving the handover command or after sending the handover complete message. The WTRU may apply default configuration or source cell configuration in the target cell until a target cell SFN and/or P-BCH information are acquired.

A new dormant mode is defined such that a wireless transmit/receive unit (WTRU) may transition from a connected state or an idle state to the dormant mode based on triggering conditions. The WTRU may transition from a connected state or an idle state to a dormant mode if the characteristic or the priority of the data matches a characteristics or a priority for the dormant mode and operate using configuration which is different from configuration used for the connected state or the idle state. A NOVES session may be initiated by sending a NOVES initiation request message that includes information relating to the NOVES capabilities of the WTRU, and information relating to an emergency situation. The information relating to the NOVES capabilities of the WTRU may include an indication of whether the WTRU supports a fake power-off mode, or whether the WTRU supports PSAP control. Other methods are disclosed that include a method for a PSAP combining a multiple NOVES sessions, and a method for handing over a NOVES session having multiple media streams.

    Abstract: A method of cell reselection in a wireless communications system where parameters are transmitted by the network in system information blocks to WTRU's on the network. Parameters are either added or subtracted from an equation representing the signal level and/or quality of a cell. Parameters may be prioritized. The results of the calculations are used to rank the servicing cell and neighboring cells. If a neighboring cell has a higher quality than the servicing cell, then the WTRU reselects the better cell. The network may transmit a blacklist of cells where the WTRU cannot camp as well as a barring timer for each cell where if the timer expires, the cell can again be considered for reselection. Information germane to the reselection decision may be transmitted and used by the network.

Cipher entities are included in a wireless transmit/receive unit (WTRU) and an access gateway (aGW), and outer ARQ, (or radio link control (RLC)), entities are included in the WTRU and an evolved Node-B (eNode-B). Each cipher entity is located on top of an outer ARQ entity. The cipher entities cipher and decipher a data block by using a generic sequence number (SN) assigned to the data block. The outer ARQ entities may segment the ciphered data block to multiple packet data units (PDUs), may concatenate multiple ciphered data blocks to a PDU, or may generate one PDU from one data block. The outer ARQ entities may segment or re-segment the PDU when a transmission failure occurs.
