    Abstract: A method for assigning a tracking area (TA) is disclosed. A mobility state of a wireless transmit/receive unit (WTRU) is determined and the TA is assigned based on the determined mobility state. Also disclosed is a method for accessing a closed subscriber group (CSG) TA. A CSG TA identifier is received at a WTRU and is stored. A CSG TA broadcast is received and the broadcast CSG TA is accessed if an identifier of the broadcast CSG TA matches the stored CSG TA identifier. Also disclosed is a method for changing a mobility state of a WTRU. A current mobility state of the WTRU is determined and a predetermined metric of the WTRU is examined. The predetermined metric is evaluated to determine if the metric has crossed a threshold and the mobility state is changed based on the evaluated metric.

    Abstract: A method and apparatus for cell access restriction, wherein a new access class (AC) definition including a WTRU barred-bit assignment is assigned during cell subscription. A cell access restriction information element (IE) is then broadcast when an operator is restricting access to a cell. The WTRU then can determine whether a cell is restricted based on a comparison of the cell access restriction IE to the barred-bit definition.     Abstract: A method and apparatus for performing a handover are disclosed. An Internet protocol (IP) multimedia subsystem (IMS) client registers with an IMS network and establishes a media independent handover (MIH) session with an MIH application server using a session initiation protocol (SIP). The IMS client establishes a session for IP-based service, (e.g., voice over IP (VoIP)), with a communication peer using an SIP. MIH messages are exchanged for handover with the MIH application server over IP. After handover, the session is resumed. A serving call session control function (S-CSCF) triggers the MIH application server based on a string “MIH services” and a unique identifier included in an INVITE request. The IMS client may send a REFER request to the MIH application server after the handover to resume the session. Alternatively, the IMS client may send a RE-INVITE request to the MIH application server and the communication peer.

    Abstract: The invention performs long term evolution (LTE) tracking area updates (TAUs), and tracking area code (TAC) and public land mobile network identification (PLMN-ID) assisted optimized wireless transmit/receive unit (WTRU) cell reselection. An evolved Node-B broadcasts system information including at least one system information block (SIB) based at least in part on an enhanced universal terrestrial radio access network (E-UTRAN) parameter response message sent by an evolved packet core (EPC) network. A WTRU generates a new TAC, which represents a tracking area identification (TA-ID) of a new cell, based on the system information, and compares the new TAC to an existing TAC, which represents a TA-ID of a previous cell. The WTRU transmits to the EPC network a TAU request message including the TA-ID of the new cell. The EPC network sends either a TAU accept message or a TAU reject message to the WTRU.

    Abstract: The present invention modifies existing media independent handover (MIH) function (MIHF) frame format as defined by the IEEE 802.21 standard. In one embodiment, the variable load of the MIHF frame is modified to eliminate the MIHF variable header by defining the MIHF identification (ID) field and the session ID field as fixed fields in the MIHF fixed header. Thus, the MIHF variable load is only made up of the MIHF payload. In another embodiment, a field such as an information element (IE), a header, or MIH service data such as a command or an event, is represented by a type field, a length field and a value field (TLV). The length of the value field is exactly 128 octets, and the length field only occupies one octet.

Ciphering entities are located in a wireless transmit/receive unit (WTRU) and a network. The ciphering entities of the WTRU and the network perform ciphering control and ciphering parameter synchronization. The ciphering may be performed with a packet data convergence protocol (PDCP) layer sequence number (SN) for user plane data, a non-access stratum SN, a radio resource control SN, or an encryption SN for a control plane message. Alternatively, the ciphering control and ciphering parameter synchronization may be performed by PDCP entities of the WTRU and the network.
