The UE may skip, based on the received barring indication, a selection of the at least one cell for communication. Accordingly, the UE may not camp on the at least one cell. The barring indication for NTN-supporting UEs and for TN-supporting UEs may be separately indicated via the MIB or the SIB.

    Abstract: Some techniques and apparatuses described herein enable a user equipment (UE) to autonomously modify one or more transmission parameters, other than a transmit power, for uplink communications after detecting a change in pathloss. The UE may modify the one or more transmission parameters without receiving instructions from a base station, such as in downlink control information, with updated value(s) for the one or more transmission parameters. As a result, the UE and the base station avoid the round trip delay that would otherwise be required to modify the transmission parameter(s) and perform link adaptation. Some techniques and apparatuses described herein apply to non-terrestrial networks with a large round trip delay. Other aspects are described.

Generally, the described techniques provide for measuring, filtering, and reporting cross-link interference (CLI) in cases where not all aggressor user equipments (UEs) are transmitting signals that can be measured by a victim UE. A UE may obtain a set of CLI measurements by performing CLI measurements during a set of CLI measurement occasions. The UE may determine a first subset of the set of CLI measurements that satisfy a CLI measurement threshold and a second subset of the set of CLI measurements that do not satisfy the CLI measurement threshold. The UE may apply a filter to the first subset of the set of CLI measurements, and suppress the filter for the second subset of the set of CLI measurements, to obtain a filtered CLI measurement value. The UE may transmit the filtered CLI measurement value to a base station.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may transmit buffer status information using configured periodic uplink resources. For example, a base station may configure dedicated periodic uplink resources, periodic random access resources, or periodic uplink grants to enable the UE to transmit the buffer status information. In some cases, the periodic random access resources may enable the UE to transmit a first message of a four-step or two-step random access procedure to indicate the buffer status information. Additionally or alternatively, the base station may configure a type of scheduling request for the UE to transmit that can indicate whether a buffer size falls within a range, where the base station then can more accurately allocate uplink resources in an uplink grant for the UE to transmit the uplink data based on receiving this type of scheduling request.
