Abstract: An access control method, including obtaining, by a protocol-stack upper layer of a terminal, an override identifier, starting, by the protocol-stack upper layer of the terminal, an application specific congestion control for data connectivity (ACDC) check according to a service initiated by the terminal, and, if the protocol-stack upper layer of the terminal confirms that the service initiated by the terminal can pass the ACDC check and determines that the override identifier corresponding to an application identifier of the service passing the ACDC check is overriding an access class barring (ACB) check, sending, by the protocol-stack upper layer of the terminal, an radio resource control (RRC) establishment request message to an access layer of the terminal, where the request message carries an indication of not performing an ACB check.

Abstract: A V2X message transmission method and a related network element are provided. The method includes: receiving, by a base station, a V2X message sent by user equipment UE on a vehicle-to-everything V2X bearer, where the V2X bearer is a bearer used to transmit only the V2X message between the UE and the base station; and sending, by the base station, the V2X message to a local broadcast multicast service center BM-SC.

Abstract: Embodiments of the present invention disclose a method and device for controlling sending of a GTP message, and a data sending method and device. A GTP message sending device receives a no-response time indication of user equipment sent from a GTP message response device, where the no-response time indication indicates a no-response time of the user equipment in an implicit or explicit manner, the GTP message sending device adjusts, according to the no-response time of the user equipment indicated by the received no-response time indication of the user equipment, a time of sending a GTP message, where adjusting the time of sending the GTP message is specifically postponing the time of sending the GTP message as the no-response time of the user equipment increases, or bringing forward the time of sending the GTP message as the no-response time of the user equipment decreases.

Abstract: Embodiments of the present invention disclose a bearer handover control device and control method. The method includes: receiving, by a network side device, a bearer handover message; and determining, by the network side device according to the bearer handover message, a bearer needing to be handed over in all bearers, so that an end marker End Marker message is sent to a source base station only for the bearer needing to be handed over. By using the foregoing solutions, for a multi-connection scenario, a network side device can determine a bearer needing to be handed over, so that an end marker message is sent only for the bearer needing to be handed over, which can prevent discarding of subsequent data of a bearer that is not to be handed over, and ensure multiple connections between a UE and base stations, thereby improving stability of a system.

Abstract: A data communication method, a communication system, and related devices are configured to establish a transaction identifier (TI) in a user equipment (UE). The data communication method includes the following steps. A mobility management entity (MME) receives a request message and obtains ability information of the UE. If the UE has an ability to access a Universal Terrestrial Radio Access Network/GSM/EDGE Radio Access Network (UTRAN/GERAN), the MME generates the TI. A communication system and related devices are also provided. Thus, the TI is effectively established in the UE, so as to ensure normal processing of the UE.

Abstract: A data routing method includes: receiving, by a home subscriber server (HSS), a route distinguisher of a mobile management entity (MME) serving user equipment (UE) and an information transmission manner supported by the MME that are sent by the MME; receiving, by the HSS, a query message, wherein the query message carries a UE identifier and an information transmission manner that needs to be used; determining, by the HSS according to the information transmission manner supported by the MME, the UE identifier, and the information transmission manner that needs to be used, that the MME supports the information transmission manner that needs to be used; and sending, by the HSS, the route distinguisher of the MME to a data routing apparatus, so that the data routing apparatus routes, according to the route distinguisher, a data packet that needs to be transmitted.

Abstract: The present disclosure relates to the communications field, and discloses a data flow transmission method, a device, and a system, so as to resolve a problem of resource waste caused when a relay user equipment provides a relay service for a remote user equipment. A specific solution is as follows: A first network device triggers a first relay user equipment to establish a common data flow bearer with a second network device, and the first network device sends an identifier of a common data flow to a remote user equipment in a first group before or after the first network device triggers the first relay user equipment to establish the common data flow bearer with the second network device. The present disclosure is applied to data flow transmission.

The method includes: determining, by an access network device, first information of service data to be sent by a terminal, where the first information includes at least one of a service type and a priority; then receiving, by the access network device, the service data sent by the terminal by using a NAS signaling message; and sending, by the access network device, the service data and the first information to a gateway, so that the gateway charges the service data based on the first information after receiving the service data and the first information.

Abstract: A mobility management apparatus reselection method and a mobility management apparatus are provided. The method includes: receiving an access request message sent from user equipment (UE), where the access request message carries identity information of the UE; determining, according to the identity information of the UE, a type of a mobility management apparatus that the UE needs to access; reselecting a second mobility management apparatus according to the type of the mobility management apparatus that the UE needs to access; and forwarding the access request message to the second mobility management apparatus, so that the second mobility management apparatus executes an access request procedure of the UE. The method includes, when determining that downlink data to be sent to UE exists and that the UE is in a power saving mode, recording an event that the downlink data to be sent to the UE exists when the user equipment (UE) is in a power saving mode; and sending, when receiving a tracking area update (TAU) request initiated by the UE, an indication message to the UE, where the indication message is used to indicate that the downlink data to be sent to the UE exists when the UE is in a power saving mode so that the UE obtains the downlink data after setting up a data bearer.

Abstract: The present invention provides a method which includes: receiving a message, where the message carries a parameter indicating a validity period of a short message sent to a user or indication information indicating whether a record needs to be added to MWD of a user when a short message cannot be transmitted or fails to be transmitted; determining that the short message cannot be transmitted or the short message fails to be transmitted, and a value of the parameter is 0 or the indication information indicates that the record does not need to be added to the MWD of the user when the short message cannot be transmitted or fails to be transmitted; and skipping adding the record to the MWD of the user, where the record includes an identifier of a service center for short message service serving the user. According to the method, additional signaling interaction is reduced.

Abstract: Embodiments of this application provide a method, an apparatus, and a system for managing an international mobile subscriber identity (IMSI) status of a terminal device. An IMSI of a second terminal device is activated or deactivated through interaction between a first terminal device and a core network node, so that the second terminal device does not participate in activating or deactivating the IMSI of the second terminal device. Therefore, power consumption of the second terminal device can be reduced, and a requirement of an Internet of Things application scenario can be met.

Abstract: Embodiments of the present application provide a coverage enhancement (CE) function implementation method and a device. The method may include obtaining, by a first radio access network node, CE authorization information of a terminal. The CE authorization information may include at least one of the following: CE indication information and an authorized CE level range. Further, the method may include determining, by the first radio access network node based on the CE authorization information, whether a CE level of the terminal meets an authorization requirement, and controlling, based on an authorization result, use of a CE function by the terminal. It can be learned that, not all terminals can use the CE function, but only an authorized terminal can use the CE function, to ensure that the terminal can use the CE function properly within an authorized range and to improve radio channel resource use efficiency.

Abstract: Embodiments of the present invention disclose a bearer handover control device and control method. The method includes: receiving, by a network side device, a bearer handover message; and determining, by the network side device according to the bearer handover message, a bearer needing to be handed over in all bearers, so that an end marker End Marker message is sent to a source base station only for the bearer needing to be handed over. Abstract: A method of bearer deletion is provided to improve the universality of the bearer deletion process. The method includes: receiving, by the original intermediate NE, the cancellation type indication parameter sent by the HSS, and deleting the bearer between the serving gateway (S-GW) and a packet data network gateway (P-GW), if the original intermediate network element obtains an attach type according to the cancellation type indication parameter indicating an attach type and a corresponding bearer exists on the original intermediate NE. This method helps efficiently improve the universality of the bearer deletion flow.

The method includes determining that UE accessing a public network is first-type UE, and transferring the UE to the communications network of the high-speed moving vehicle. Abstract: Embodiments of the present invention disclose a data transmission method, a mobility management entity, and a mobile terminal. The method includes: receiving, by a mobility management entity, a small data transmission parameter that is sent by a home subscriber server HSS or a user equipment, where the small data transmission parameter includes an indication of whether the user equipment supports small data transmission; determining, by the mobility management entity, a small data transmission policy according to the small data transmission parameter; sending, by the mobility management entity, the determined small data transmission policy to the user equipment; and performing, by the mobility management entity, the small data transmission with the user equipment according to the small data transmission policy. The present invention proposes a relatively complete small data transmission solution, thereby implementing effective transmission of small data.

Abstract: A mobility management apparatus reselection method and a mobility management apparatus are provided. The method includes: receiving an access request message sent from user equipment (UE), where the access request message carries identity information of the UE; determining, according to the identity information of the UE, a type of a mobility management apparatus that the UE needs to access; reselecting a second mobility management apparatus according to the type of the mobility management apparatus that the UE needs to access; and forwarding the access request message to the second mobility management apparatus, so that the second mobility management apparatus executes an access request procedure of the UE.
