    Abstract: During positioning of a user equipment (UE), downlink (DL) positioning reference signals (PRS) transmitted by one or more transmission reception point (TRP) in a wireless communication system may be preempted or punctured by higher priority transmissions, such as ultra-reliable low-latency traffic (URLLC). A PRS preemption indication (PI) may be provided to a UE by a serving TRP identifying one or more TRPs affected by preemption. The PRS PI may further identify the time domain and frequency domain of the preempted DL PRS transmissions. The PRS PI may identify the time domain, e.g., based on a number of PRS symbols between two monitoring occasions, wherein only PRS symbols that contain downlink positioning reference signals associated with the group of TRPs are counted. The PRS PI may identify the frequency domain by identifying at least one of four or more frequency sub-bands of the preempted DL PRS transmissions.

The user equipment can change states from an initial state to another state (e.g., a dormancy-like state to a non-dormancy like state) based on detecting Scell indicator field in the PDCCH. The user equipment may also transmit a hybrid-ARQ acknowledgment (HARQ-ACK) in response to the detecting the PDCCH with the Scell dormancy indication field. A transmitting device may transmit an expiration indication to a receiving device as part of a scheduling message for a transport block. The expiration indication may provide information related to an expiration time for the transport block. If the expiration time is reached prior to successful reception by a receiving device, the receiving device may assume that the transport block has expired and may refrain from transmitting a retransmission grant, or may empty a hybrid automatic repeat request (HARQ) buffer associated with the transport block. If the transmitting device fails to successfully receive an indication from the receiving device of a successful reception of the transport block prior to the expiration period, the transmitting device may also assume that the transport block has expired.
