The method includes: receiving, by a terminal (UE), configuration information of random access resources from a base station, where the configuration information of the random access resource includes: configuration information of a first random access resource received from the base station using a system broadcast and configuration information of a second random access resource received from the base station by using downlink control information (DCI); selecting, by the UE, a random access resource from the first random access resource and the second random access resource according to a random access rule and the configuration information of the random access resources; and initiating, by the UE, random access according to the selected random access resource.

The OLT/ONU is configured to acquire the number of channels and/or corresponding channels supported for transmitting data and transmittable states of the supported channels, distribute the data to be transmitted to one or more supported channels for transmitting, the data is preferentially transmitted on a channel with an earliest transmittable start time point, and transmission end time points of channels for transmitting the data are similar or data transmissions end at a transmittable end time point. The ONU/OLT is configured to receive data on channels supported by ONU/OLT itself and reassemble the data accordingly based on transmission rules.

The network device sends the first signal to the terminal device on the first resource. In this way, a problem of low efficiency of transmitting existing centralized positioning assistance data can be resolved, and a problem in the prior art that a positioning server needs to perform signaling communication with each terminal device in a unicast transmission scenario can be avoided, thereby reducing signaling overheads.

Through this solution, the OLT finds the ONU and performs ranging on each ONU on only one of the plurality of paths, that is, does not activate each ONU on all paths, thereby quickly completing an activation process of a multi-path PON in a multi-path PON structure and improving work efficiency.
