One example method includes that a first communications apparatus sends quality of service (QoS) flow information to a second communications apparatus, where a QoS flow indicated by the QoS flow information corresponds to at least one bearer type. The first communications apparatus receives a QoS flow list sent by the second communications apparatus based on the QoS flow information, where each QoS flow list is mapped to a radio bearer. The first communications apparatus sends a radio bearer identifier of the QoS flow list to the second communications apparatus. In the embodiments of this application, a base station itself determines a radio bearer or a DRB used to transmit the QoS flow.

    Abstract: Example transmission rate control methods and apparatus are described. One example method includes obtaining a user equipment aggregate maximum bit rate (UE-AMBR) by a master base station. The master base station determines, based on the UE-AMBR, a first UE-AMBR used for the master base station and a second UE-AMBR used for a secondary base station. The master base station sends the second UE-AMBR to the secondary base station, and sends instruction information used to instruct the secondary base station to control data splitting for the master base station to the secondary base station. In this application, a transmission rate between each base station and a UE is controlled by allocating a UE-AMBR.

The method includes: directly receiving, by a terminal device, a first RRC configuration of a secondary network device from the secondary network device; and when the first RRC configuration fails, sending, by the terminal device, first indication information to a primary network device to indicate that the first RRC configuration fails. In addition, when the first RRC configuration fails, the terminal reports one piece of first indication information to the primary network device to indicate that the first RRC configuration fails.

    Abstract: A configuration method is provided in a communications system. The communications system includes a master node and a secondary node that jointly provide a service for a terminal. The method includes: the secondary node generates configuration information for a signaling radio bearer (SRB), where the SRB is used to transmit a radio resource control (RRC) message between the secondary node and the terminal; and sends the configuration information for the SRB to the master node, so that the configuration information for the SRB is sent to the terminal through the master node. The secondary node receives a result of configuring the SRB by the terminal by using the configuration information for the SRB. In this way, the SRB can be established on the secondary node, and used for RRC message transmission between the secondary node and the terminal, thereby improving efficiency in radio resource management on the secondary node.

    Abstract: This application discloses an information transmission method in a communication system. According to the method, a master base station sends a request message to a secondary base station for requesting to transfer one or more flows from the master base station to the secondary base station for transmission to a terminal device. The request message carries one or both of identification information of each flow, and information of a data radio bearer (DRB) associated with each flow. The master base station receives a response message from the secondary base station, indicating whether each of the one or more flows is admitted or rejected by the secondary base station. Based on the identification information of the flows, DRBs are mapped to the flows. QoS management of information transmission is more refined, and requirements of 5G communication systems for QoS management of information transmission in a dual connectivity scenario can be met.

    Abstract: The present application discloses a method and an apparatus. In the present application, a radio access network RAN server receives a measurement report from a terminal, determines a target inter-RAT cell of the terminal based on the measurement report, and configures a resource for the terminal in the target inter-RAT cell. The configured resource is a resource to be used by the terminal to access the target inter-RAT cell. The RAN server sends a handover command to the terminal. The handover command is used to instruct the terminal to hand over to the target inter-RAT cell, and the handover command carries an identifier of the target inter-RAT cell and information about the configured resource. In this way, when handover is performed between inter-RAT cells, handover can be implemented without across core networks, thereby reducing signaling exchange between a source core network and a target core network.
