The first terminal device sends first information to a relay terminal device, and sends the first information to the second terminal device via the relay terminal device, where the first information includes one or more first identifiers and SLRB configuration information associated with the first identifier, and different first identifiers are associated with different SLRB configuration information.

The method includes: receiving a measurement configuration from a network device, where the measurement configuration includes a trigger beam quantity, and the trigger beam quantity is a beam quantity threshold that triggers generation of a cell measurement result; determining that a quantity of detected beams is greater than or equal to the trigger beam quantity, where the detected beams belong to one or more cells; and obtaining a cell measurement result for the one or more cells based on signal quality of the detected beams. According to embodiments of this application, a frequency of reporting a measurement report can be decreased, reducing communication overheads.

Abstract: This application relates to a communication method, apparatus, and system. A first terminal device determines at least one sidelink control element based on carrier information. The first terminal device determines a first destination address based on the at least one sidelink control element, and then determines a first logical channel and/or a first sidelink control element based on the first destination address. In embodiments of this application, a part of sidelink control elements are selected from a to-be-sent sidelink control element based on the carrier information, and the selected sidelink control elements may participate in an SL LCP process. Due to the screening process, the finally determined first sidelink control element is probably a sidelink control element determined based on the carrier information, so that a reception end can determine a carrier corresponding to the first sidelink control element, thereby improving sidelink communication quality.

In one example method, QoS information of a first link is obtained, where the first link is a link between a first and second device.
