    Abstract: Systems and methods are disclosed related to utilization of energy including utilization of latent energy from electricity generating processes. According to one exemplary implementation, steam is produced from thermal energy, such as fossil fuel energy, nuclear energy and solar thermal energy; generating electricity from the steam using a turbine; and directing steam exhausted from the turbine to an absorption chiller or desalination apparatus as a condenser to drive an industrial process therein. In one exemplary implementation the absorption chiller may be an atmospheric control system to produce a gas of a desired temperature such as in an air-conditioning system. In another exemplary implementation the heat exchange apparatus is a desalination system employed to produce water of a desired purity.

    Abstract: A method for reducing errors in the measurement of temperature by magnetic resonance, for use in magnetic resonance imaging-guided HIFU equipment, includes acquiring an MR phase image, as a reference image, before heating an area to be heated with the HIFU equipment; acquiring another MR phase image, as a heated image, during or after the heating by the HIFU equipment; and calculating the temperature change in the heated area according to said heated image and said reference image; and making compensation to said temperature change according to the change in the magnetic field caused by the position change of an ultrasonic transducer in said HIFU equipment. The method can reduce significantly the temperature errors resulting from the position changes of the ultrasonic transducer.

    Abstract: Optimised bit allocation is important in video compression to increase the coding efficiency, i.e. to make optimum use of the available data rate. In view of the human visual system, a human usually pays more attention to some part of a picture rather than to other parts of that picture. Therefore the bit allocation should be optimised for different-attention picture areas (GOBi). The inventive distortion-driven bit allocation scheme allocates the coding/decoding error distortion to picture areas consistently with the human visual system, and satisfies the constraint of bit rate as well. The invention uses a distortion/bitrate/rhoquantisation parameter histogram analysis. Based on corresponding tables (DGOBi[QPn], RGOBi[QPn] and ?GOBi[QPn]), the relationships between quantisation parameter, rate, distortion and percentage of non-zero coefficients for the different-attention areas are determined (PREALUTI, DISALL, RALL).

The relative timing offsets between mobile stations are adjusted, the mobile stations are grouped into zones using a variety of different grouping techniques, and the transmission for each mobile station is scheduled, using one or more of a variety of scheduling techniques.

    Abstract: International image or video coding standards uses hybrid coding, wherein a picture is separated into pixel blocks on which predictive coding, transform coding and entropy coding is employed. The transform coding is effective because the prediction error samples are correlated in the frequency domain. However, when the prediction quality is getting better and better, spatial domain coding becomes more effective than transform coding. According to the invention, it is first determined in which corner of a current block the first non-zero amplitude value is located. Based on the related zeros run length value in that block, a pre-defined scan path is selected, i.e. a context-based adaptive scan mode is used.
