By discarding the first UCI, it is possible to avoid multiplex transmission of HARQ-ACKs that do not overlap with each other in a time domain in a time slot due to the fact that the HARQ-ACKs overlap with other types of UCI so as to ensure effective and timely transmission of the HARQ-ACKs.
