Abstract: A Demand Response (DR) physical potential evaluation method for a feeder line is provided, which includes that: a load curve of a part to be identified in a load curve of a feeder line to be evaluated is acquired; a load database is created on the basis of a historical load curve of loads of predefined types; load types and total number of the loads to be identified are determined on the basis of the load curve of the part to be identified and the load database; a physical potential of the loads of each of the types is acquired according to the load types of the loads to be identified; and an overall aggregated physical potential of the loads to be identified is obtained according to the physical potential of the loads of each of the types and a number of the loads of each of the types.

For example, embodiments provide a method that includes: by a mobility management entity (MME), receiving a mobile terminated (MT) service indication from a mobile switching center (MSC); sending the MT service indication to user equipment (UE); and receiving an MT service response returned by the UE and performing subsequent operations according to the MT service response. In the method of the present invention, when an MT service arrives, the MME does not trigger the evolved NodeB (eNodeB) to hand over the packet switched (PS) services of the UE but notifies the UE of the MT service and performs subsequent operations according to the MT service response returned by the UE, thus avoiding the waste of network resources caused by a meaningless handover of PS services.

Abstract: A congestion state reporting method and an access network device are provided by the present invention. The method comprises: obtaining, by an access network device, an identifier of a gateway device corresponding to bearers, and reporting to the gateway device congestion state information of a cell covered by the access network device via part of bearers from the bearers corresponding to the identifier. The method mentioned above can avoid the problem in the prior art that the congestion state is further aggravated, so that the gateway device can process the problem of cell congestion more rapidly, and can reduce the processing complexity of the gateway device in the prior art.

The network node allocates an IP address for the terminal device in response to the request, and sends the address allocated by the network node and a PDN address capability to the terminal device. The PDN address capability is determined by the network node according to the request, and the PDN address capability indicates that only an assigned version of the allocated IP address is allowed by the network node in the PDN connection.

Abstract: In a service offloading method and a base station that are provided in the present invention, a base station is used to determine an offloading decision according to the preset (ANDSF) policy, the load information of the access point (AP), the service type information of the user equipment (UE), and load information, which is recorded in the base station, of a 3GPP network, and deliver the offloading decision to the UE, so that the UE offloads the service to the 3GPP network or a wide local area network (WLAN) according to the offloading decision. With the offloading method, an optimal network for offloading can be selected according to load information of all networks for a service performed on UE, occurrence of phenomena of network load imbalance can be reduced, and service experience of a user is improved.

The method for data connection management includes: obtaining, by a user equipment UE, first instruction information, wherein the first instruction information is used for instructing to close or open a data connection; and transmitting, by the UE, the first instruction information to a packet data network gateway P-GW, for enabling the P-GW to stop or start data transmission of at least one bearer of the UE according to the first instruction information. By adopting the embodiments, a traffic of a terminal is effectively controlled, thus an additional cost of a user is reduced.
