    Abstract: The present invention provides a congestion processing method, apparatus, and system. The method comprises: in a process of a UE performing handover from a source cell, in a congestion status, of a source access network element to a target cell, in a normal status, of a target access network element, receiving second indication information sent by a second access network element, wherein the second indication information is used for indicating a status of a second cell; sending notification information to a network side according to the indication message, wherein the notification information is used for notifying the network side to restore a status of the UE from a congestion and controlled status to a normal status. In the present invention, determining how to notify the network side and notifying the network side timely to restore the status of the UE to the normal status are realized.

    Abstract: The application provides a method for providing an internet protocol (IP) address to a terminal device by a network node. The network node receives, from the terminal device, a request for acquiring an IP address in a packet data network (PDN) connection. The request includes a requested IP address version. The network node allocates an IP address for the terminal device in response to the request, and sends the address allocated by the network node and a PDN address capability to the terminal device. The PDN address capability is determined by the network node according to the request, and the PDN address capability indicates that only an assigned version of the allocated IP address is allowed by the network node in the PDN connection.

A terminal device determines whether a data volume of uplink data to be sent is less than a preset data volume threshold. If the data volume of the uplink data to be sent is less than the preset data volume threshold, the terminal device establishes an RRC connection to a base station and sends an RRC connection completion message that carries the uplink data to the base station, so that the base station sends the uplink data to an MME by using a signaling message between the base station and the MME. The MME further sends the uplink data to a corresponding application server by using a signaling message between the MME and a P-CSCF.

    Abstract: A method and device for detaching a user equipment (UE) are disclosed in the present invention. The UE is registered with a mobility management entity (MME) in a packet switched (PS) network and a mobile switching center (MSC) in a circuit switched (CS) network. When the UE needs to detach from the PS network, the MSC receives a Detach Request with a Detach Type indicating the detaching from the PS network only; after receiving the Detach Request, the MSC deletes the context of the PS core network entity and clears the connection between the MSC and the MME. An MME for performing UE detachment is also disclosed in the present invention. The present invention helps reduce the time delay during the subsequent handover and quickly provide users with communications services, so as to improve user's experience and meet the carriers' requirements.

The second network device establishes a connection to a third network device indicated by the relocation request, and sends a response to the first network device and indicates that data is to be sent by using a signaling plane. Then the first network device instructs a source network device to forward the data to a target network device according to a forwarding mode indicated by a handover command. Alternatively, after the second network device establishes the connection to the third network device indicated by the relocation request, the third network device caches data, and after a handover of user equipment is completed, the third network device sends the cached data to the second network device.
