    Abstract: The present invention discloses a method of spectrum utilization in a wireless cellular environment with coverage of at least two wireless networks and a related apparatus. The method includes: determining a RSRP threshold; detecting, by a small-cell base station, RSRPs of at least one large-cell base station; and comparing the highest one of the detected RSRPs with the determined RSRP threshold, adopting a separate spectrum mode if the highest one of the detected RSRPs exceeds the determined RSRP threshold, and otherwise, adopting a shared spectrum mode.

    Abstract: Disclosed herein is a zirconium alloy composition for nuclear fuel cladding tubes, comprising: 1.6˜2.0 wt % of Nb; 0.05˜0.14 wt % of Sn; 0.02˜0.2 wt % of one or more elements selected from the group consisting of Fe, Cr and Cu; 0.09˜0.15 wt % of O; 0.008˜0.012 wt % of Si; and a balance of Zr, a nuclear fuel cladding tube comprising the zirconium alloy composition, and a method of manufacturing the nuclear fuel cladding tube. Since the nuclear fuel cladding tube made of the zirconium alloy composition can maintain excellent corrosion resistance by forming a protective oxide film thereon under the conditions of high-temperature and high-pressure cooling water and water vapor, it can be usefully used as a nuclear fuel cladding tube for light water reactors or heavy water reactors, thus improving the economical efficiency and safety of the use of nuclear fuel.

    Abstract: Systems and methods are provided for adaptive control of call quality-of-service. Using the systems and methods, if the uplink of a given mobile station is congested, the quality of the data, e.g., video data, sent by the mobile station along its uplink is adjusted to allow an optimal number of calls to be transmitted through the congested location. A centralized base station controller (CBSC) may obtain congestion information, such as frame loss ratio or frame delay, from its portion of the mobile network. The CBSC then relays this information to a mobile station and/or to a CBSC associated with one or more mobile station(s) at the other end of the call. The mobile stations may then adapt the quality of the video conferencing accordingly. Using the disclosed systems and methods, bandwidth utilization may be improved, allowing a high number of calls to be completed, and reducing the occurrence of dropped calls.

An illustrative method includes applying a read voltage across a magnetic tunnel junction data cell and forming a read current. The magnetic tunnel junction data cell has a first resistance state. The read voltage is sufficient to switch the magnetic tunnel junction data cell resistance. The method includes detecting the read current and determining if the read current remains constant during the applying step. If the read current remains constant during the applying step, then the first resistance state of the magnetic tunnel junction data cell is the resistance state that the read voltage was sufficient to switch the magnetic tunnel junction data cell to.
