The position control module applies a driving current for positioning a rotor of a motor at one of first and second positions. The power control module applies a first voltage to one of first and second phases of the motor to generate a first current after the position control module applies the driving current to position the rotor at the first position. The power control module applies a second voltage to one of the first and second phases to generate a second current after the position control module applies the driving current to position the rotor at the second position. The diagnostic module determines when the rotor is restricted from rotating based on the first and second currents.

The method further includes adding a new border point to the selected border points if the total distance is less than a predetermined value, so as to fit a new straight line and do a loop cycle, otherwise, regarding a last border point of the selected border points as an inflection point, and sequentially selecting the predetermined number of other border points to fit another new straight line.

The region is divided into a plurality of sectors, where each sector is a portion of the region. A subset of sectors is selected from the plurality of sectors in the region to provide spatial randomness. A device is randomly selected from each sector in the subset of sectors to provide additional spatial randomness to the information collection process. Temporal randomness may be introduced by randomly selecting a timeslot within a sensing window period in which devices are to scan a frequency spectrum band to determine if a signal energy above a threshold is detected. Sensing reports are then collected from the selected sensing devices and used to determine whether the frequency spectrum band is available or in use.
