    Abstract: The present invention relates to a steering control apparatus and a method of operating the apparatus. The steering control apparatus of the present invention includes a sensor unit for sensing movement of an autonomous driving vehicle or a limited autonomous driving vehicle, and calculating movement information. A determination unit determines a driver's steering intention using an actual steering torque value of the vehicle, calculated based on the movement information, and a reference value corresponding to speed of the vehicle, and decides on a driving control agent. A control unit transfers a driving control authority of the vehicle depending on the driving control agent.
