The digital signal processing part always appears, and removes as a noise a frequency band of which spectrum hardly change within a predetermined time period. Moreover, the digital signal processing part sets a frequency band with a comparatively large spectrum change as an FSK modulation signal corresponding to code contents, and outputs binary data corresponding to the frequency band as a code signal.
