FIG. 1 is a front perspective view of a display screen or portion thereof with graphical user interface wherein an electronic device is provided in broken lines to illustrate an example environment showing our new design;

FIG. 2 is an enlarged front perspective view of the claimed portion shown in FIG. 1; and,

FIG. 3 is an enlarged front view of the claimed portion shown in FIG. 1.

The short dash-dash broken lines showing a mobile phone in FIG. 1 are included for the purpose of illustrating environmental structure, and form no part of the claimed design. The dot-dash broken lines in the figures represent the boundary of the claimed design and form no part of the claimed design. The remainder of the short dash-dash broken lines in the figures show unclaimed portions of the display screen or portion thereof with graphical user interface and form no part of the claimed design.

We claim the ornamental design for a display screen or portion thereof with graphical user interface, as shown and described.
